Public Works/Library Committee Meeting June 13, 2018 Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Carias, Hudson, Hulst, Lindquist, Molenaar Staff Members: Public Works – Bell, Chesterfield, Love; Library Director – Huffman; Police Chief – Dodd; Finance Director – Volesky; Development Services – Lowell, Prosser; City Attorney – Rogerson 1. Approval of Public Works Committee Minutes: Councilmember Hulst moved to approve the minutes from May 9, 2018; Seconded by Councilmember Beaton; Carried by all. 2. Traffic Impact Fees – Rebecca Lowell Rebecca Lowell previously briefed Council last week on the proposed amendments to the MVMC, Chapter 3.40, reducing traffic impact fees city wide. She also provided a packet for Council review. With a public hearing later this evening, Lowell provided Council with an opportunity to ask further questions prior to the hearing. There were no questions. 3. Library Committee – Isaac Huffman a) Library Community Center Visit: Isaac talked about the Village Green Community Center and Library, which is a great example of the potential of a new combination structure. He talked about all different spaces throughout and noted how supportive the local community has been in helping to raise funds for the center. b) Space Updates: The Library has been making steady progress in updating their current space. This month was focused on the resource / reading room. It is much less cluttered, seven fewer furniture items and one less shelf, with more open space, clean lines, and new furniture. They have reworked storage with new more efficient DVD/CD shelving and plants making it much more welcoming. Security cameras have been adjusted as needed with the new set up. c) Upcoming Events Staff reviewed events from last month including summer explorers, the graduation parade, starting the blu-ray collection and new digital magazines. They also promoted the upcoming summer reading and their library survey. • Rocky Raccoon is this year’s Reading Mascot and will be hiding in a storefront window June 19th – July 31st. • Juggling Circus with Wren and Dilla, June 21st at Riverwalk Park. • Music Maker Experience June 27th, ages 5-12. • Summer Explorers on Tuesdays in June and August. Great event for kids to get in touch with science. • Mount Vernon Graduation Parade was a great collaboration between staff and students and was a lot of fun. Program Coordination Division – Blaine Chesterfield a) Maddox Creek Culvert Replacement Blaine gave an update on the Maddox Creek culvert removal project which made it onto the Department of Ecology, Centennial Grant Final funding list. The City will work with Skagit County and Ecology on the grant agreement development. The agreement development process should be completed by the end of 2018. 5. Project Updates – Mike Love a) College Way Widening The College Way Widening project under I-5 is getting close to having approval from Washington State Dept. of Transportation (WSDOT) for bidding construction. Staff is requesting approval by July 3, 2018. Right-of-way files were submitted to WSDOT last week for review. The City will submit a draft funding agreement to WSDOT by the end of the week for review. Puget Sound Energy (PSE) has been working on the south side in front of Denny’s and Key Bank in evening’s relocating utilities to allow for the roadway widening. Staff is working with Skagit County PUD on replacement of water lines in the area and incorporating the work into the project through an interlocal agreement with PUD. b) Screw Press Installation FKC, the manufacturer of the screw press, is running tests this week and fine tuning the equipment which was installed by McClure & Sons, at the Wastewater Treatment Plant. Good results are being seen with dryer solids which will reduce trucking costs by an estimated $2,000 per month. The work environments for the staff within the building has also been greatly improved by reducing noise, moisture and smell. Time lapse video was shown to so Council could see the installation as it happened. c) N 4th St/Riverside Drive BNSF Crossing Staff interviewed three consulting firms for the Riverside Drive BNSF Rail crossing improvements project and are currently negotiating an agreement. Funding agreement and associated documentation has been submitted to WSDOT for design authorization. There is a City design match required in the amount of $24,751. 6. Public Works Director Comments – Esco Bell a) FEMA’s Letter of Map Revision Update With completion of the downtown flood protection, the City filed a letter of map revision request with FEMA in order to remove the downtown from the 100 year flood zone. FEMA has 90 days (until July 5, 2018) to make a determination or ask for more information. On May 25, 2018, the City received a request for additional data that the City has 90 days to provide. Staff and consultants are working to provide the requested information well in advance of the deadline (August 23, 2018). June 13, 2018, Public Works/Library Committee Minutes Page 2 of 3  b) City Shop Project The City’s consultants interviewed staff, performed field visits, produced conceptual drawings, and performed other work associated with the preliminary engineering phase of the City Shop project. This work is proceeding on schedule. Site tours are planned for Council on June 22, 2018. c) Accident at Blackburn and Old Highway 99 Esco noted that WSDOT crews are helping the City by fixing the control cabinet which was severely damaged on the afternoon on June 11th from a motor vehicle accident where the vehicle caught fire. The signal is currently blinking red and staff hopes to have it back up and running as quickly as possible. d) Skagit County Solid Waste Management Plant This item is on the agenda at tonight’s council meeting. Esco explained that the agreement has been reviewed by several people and appears reasonable and Andy Hanson, Solid Waste Manager, participated in the advisory boards. 7. Traffic Safety Committee (TSC) Update – Esco Bell & Mike Love The next Traffic Safety Committee meeting is on June 19, 2018, with 13 items on the agenda. Councilmember Hudson noted she would have another item for the August TSC meeting. 8. Development Services – Rick Prosser a) Bid Acceptance: Mount Vernon Police Court Campus West Roof Replacement and the City Hall and Police Court Campus HVAC Equipment Replacement Rick Prosser noted that Mount Vernon Police Court Campus West Roof Replacement and the City Hall and Police Court Campus HVAC Equipment Replacement projects would be on the regular council agenda following this meeting and that he was available to answer questions if they needed and further information. There were no questions. 9. Miscellaneous / For the Good of the Order Mayor Boudreau noted that Skagit County Commissioners have asked the City to write a Letter of Support of Electric Ferry to replace the M/V Guemes ferry built and put into service in 1979. If there are no objections, she will proceed with the letter.
