Public Works/Library Committee Meeting July 11, 2018 Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Carias, Hudson, Hulst, Lindquist, Molenaar Staff Members: Public Works – Bell, Chesterfield, Love; Library Director – Huffman; Project Development Manager – Donovan; Police Chief – Dodd; Finance Director – Volesky; City Attorney – Rogerson 1. Approval of Public Works Committee Minutes: Councilmember Beaton moved to approve the minutes from June 13, 2018; Seconded by Councilmember Hudson; Carried by all. 2. Library Committee – Isaac Huffman a) Library Development: Isaac talked about how development of services will become a more important part of the operations going forward. The Library has a wide variety of services that can be offered and are currently gearing towards the things they are already good at (such as children’s programming and technology experiences) and will try other services (such as senior enrichment) to see how they work. A product development strategy approach is being utilized in the development of these services with adjustments as necessary. b) June Programming Highlights: With summer reading in full swing, the library reported on a number of events including summer gardening, music maker experiments, virtual reality, teen art mini-camp, and jugglers Wren and Della. As the children’s area in the library is maxed out at 50 participants, some programs will be held elsewhere, such as the plaza. As a result, there were approximately 150 participants at the last riverfront event. Upcoming events include a drumming workshop on July 11th reading magic show on July 18th, and read the book/see the movie on July 28th. 3. Program Coordination Division – Blaine Chesterfield a) Washington Conservation Corp Blaine provided an update on the detention pond maintenance work the city crews and Washington Conservation Corp (WCC) have done this year; combined, 69 ponds have been maintained to date. July 11, 2018, Public Works/Library Committee Minutes Page 1 of 3  b) Mosquito Control Blaine updated Committee on the mosquito program that city staff has been implementing over the past nine years; over 2,000 catch basins have been treated this year already. As a result, staff has noted a significant decrease in the amount of mosquito related phone calls since the program was implemented. 4. Project Updates – Mike Love a) College Way Widening Under I-5 The College Way widening project is getting close to going out to bid. Staff anticipates authorization to bid the project from the City’s funding partners at the Federal Highway Administration within three weeks. This project is funded by multiple grants from Federal Highway Administration, the State Transportation Improvement Board, and Skagit County Economic Development funds. b) 2018 Curb Ramp Improvements Trinity Construction is continuing work on bringing curb ramps up to current ADA standards. The contractor is currently behind schedule; however, staff is working with them to accelerate the work. This may require work to be completed on some upcoming Saturdays. The contractor is currently working on Warren Street and will then move on to Section Street. c) 2018 Street Improvements SRV Construction will soon begin roadway construction for this year’s street improvements contract. They plan to start with asphalt removal on Warren Street next week. They will then continue work on Section, Laventure, 2nd Street, and Old Hwy 99 in the weeks following. Their schedule shows final paving of Old Hwy 99 complete by September. The Contractor will schedule around the upcoming Skagit County Fair. d) 2018 Utility Grade Adjustment The annual utility grade adjustment contract is out to bid with bids opening on July 24, 2018. This contract will repair 29 manhole lids that are bumps in the roadway system. e) College Way Riverside Drive Corridor Signal Improvements This project will install yellow flashing left turn arrows and pedestrian improvements to the existing signals on both the College Way and Riverside Drive corridors. The environmental documentation is complete; the project is on schedule to go out to bid in September. f) College Way 30th Street Signal This project to install a new traffic signal at College Way and 30th is in the beginning phase of Right of Way acquisition. If the property acquisition goes quickly, construction could potentially start by the end of this year. July 11, 2018, Public Works/Library Committee Minutes Page 2 of 3  g) N 4th St/Riverside Drive BNSF Rail Crossing For Council consideration this evening is a consultant agreement with PH Consulting to proceed with design on improvements to the railroad crossing at Riverside Drive. The project will improve both the pedestrian and roadway crossings and includes the spur line off of Riverside Drive within its scope. 5. Public Works Director Comments – Esco Bell a) SR 536 Paving WSDOT 2019 The Department of Transportation will be grinding and overlaying the pavement surface on State Route 536 from beneath the interchange at I-5 to the Division Street Bridge (Kincaid Street, 3rd Street, and Division Street in downtown). This work is scheduled to be done next year between May and August. The roadway work will occur at night to minimize traffic impacts. The project includes updating the curb ramps to current ADA standards. b) FEMA’s Letter of Map Revision Update Staff is nearing completion of assembling additional information requested by FEMA in order to remove the downtown from its 100-year flood maps. The City has until August 23, 2018, to provide information on this top priority project; however, it will be sent ASAP. 6. Traffic Safety Committee (TSC) Update – Esco Bell & Mike Love The next Traffic Safety Committee meeting is scheduled for August 21, 2018. 7. Project Development Management – Peter Donovan a) Urban Avenue – No Parking Signage The PERT (Problem Elimination and Reduction Team) has been meeting regularly. One of the issues identified is the excess RV’s parking and hanging out around Urban Avenue adjacent to vacant property. The City has now cleared out the trash and encampment; the property owners will continue to maintain the land. At this time Crime prevention is requesting the City eliminate RV parking along the shoulder of Urban Avenue between College Way and Vintage Lane. 8. Miscellaneous / For the Good of the Order Mayor Boudreau gave an overview of a meeting between the City of Mount Vernon and the Mount Vernon School Board. The School Board impact fees have risen substantially; the topic of the fees will need to be discussed again with the School Board in a joint public meeting.
