August 8, 2018

1. Approval of Public Works Committee Minutes:
Councilmember Hudson moved to approve the minutes from July 11, 2018; Seconded by
Councilmember Beaton; Carried by all.
2. Library Committee – Isaac Huffman
a) Research Wrap Up
The Library presented on the conclusions from the Oculus project. Unsure at this time
exactly how it fits with the Library but will continue to explore. This will wrap up in
September. Some challenges presented with floor space and logistics. As it evolves and
grows there is potential educational components.
The Library teamed up with Burlington to present a four-part series about Open Data.
Attendance was low and it doesn’t appear the public is ready for it. It has value for
government and professional use.
b) Library Collaboration Update
Continuing to work on joint efforts to unify services including the Central Skagit Library
District interlocal agreement and Skagit Reads. This joint effort would allow borrowing
of materials beyond our physical city limits.
c) Events
Summer events included a Drumming Workshop with Ray Soriano, a Reading Magic
Show with Jeff Evans, Farmers Market, and Teen Paint War at Edgewater Park. The Teen
Paint War was the highest attended teen event the Library has ever had.
On Tuesday, August 14, 2018, at 12:30, the Library will have a dedication for the new
Fern Sculpture to honor the work collaboration with Skagit Valley College.

3. Program Coordination Division – Blaine Chesterfield
a) Programmatic Permit
Staff is incorporating the downtown river front log boom work into the City’s 5-year,
area wide, General Hydraulic Project Approval (HPA) permit. The general HPA permit
will allow the City to maintain more sites within the City of Mount Vernon than the
programmatic permit does but it will still ensure the same level of aquatic habitat
protection. The permit was submitted July 18th and the Department of Fish and Wildlife
has 45 days to review it.
b) Kulshan Pump Station Debris Removal System Update
The Kulshan Pump Station is key in reducing flooding along Kulshan Creek. The debris
removal system is an important piece of infrastructure to ensure the pump station runs
efficiently. Final design is complete with an anticipated bid award in September 2018.
Components for the work will need to be ordered by January with a five to seven month
lead time. The debris removal system is on schedule to be completed by the end of
September 2019.
4. Project Updates – Esco Bell
a) Bid Award 2018 Sanitary & Storm Sewer Lining
This project is on the regular agenda for bid award. Two bids were received. The
majority of the work is sanitary and includes many of the high maintenance lines in
Mount Vernon.
b) Bid Award 2018 Utility Grade Adjustments
This project is on the regular agenda for bid award. This project includes 29 manhole
covers to be adjusted on College Way, Waugh Rd, and Laventure Rd. Five bids were
received.
c) Downtown Flood Protection Project – BNSF Work
Construction of the downtown flood project is complete; however, the City continues to
work in coordination with BNSF Railway to close the 70 foot area across the mainline
railroad. Last week railroad crews installed the crib wall portion near I-5. Work yet to be
completed is two concrete slab foundations on each side of the railway.
d) 2018 Street Improvements
The paving on the street maintenance program is underway. Warren St, Laventure Rd,
and Section St from Laventure to 18th St are paved. Section St will be completed from
18th St to Denny St in the next several days. Following the Skagit County Fair crews will
begin grinding and paving on 2nd Street.
e) 2018 Curb Ramp Improvements
In conjunction with the paving work Trinity Contractors is updating curb ramps to meet
ADA standards. There are thirteen intersections they are working on.

f) College Way Under I-5 Widening
The City just received all funding agency clearance to proceed with ad for bids.
Right of way acquisition and design are complete for this project and it has just been
cleared by all funding agencies for advertisement for construction. This project will be
under construction for approximately twelve months with mostly night work to
minimize traffic impacts. Two lanes of traffic will be maintained during day time hours.
5. Public Works Director Comments – Esco Bell
a) Cintas Agreement – Street Department
This item is on the regular agenda. Staff will be asking for approval for uniforms for the
Street Department.
b) FEMA’s Letter of Map Revision (LOMR) Update
On July 20, 2018, staff sent additional information requested by FEMA as part of the
requirements to remove the downtown from its 100-year flood maps. FEMA consultants
have confirmed they are in the process of reviewing the new information. They have 90
days (until October 22, 2018) to evaluate the City’s proposed map changes or request
additional information.
c) City Shop Project Update
Multiple shop layout concepts have been evaluated and refined through interactions
and meetings with city staff and consultants. Detailed site survey work has been
completed during the last few weeks.
6. Traffic Safety Committee (TSC) Update – Esco Bell
The next Traffic Safety Committee meeting is scheduled for August 21, 2018.
7. Miscellaneous / For the Good of the Order
Mayor Boudreau handed out copies of PERT Plan regarding homelessness and made a few
brief comments regarding the Mount Vernon School District’s Updated Capital Facilities
Plan which will be presented at the regular Council meeting.
