Approval of Public Works Committee Minutes: Councilmember Hulst moved to approve the minutes from August 8, 2018, as corrected, striking Lindquist from Council Members which were present; Seconded by Councilmember Hudson; Carried by all. 2. Library Committee – Isaac Huffman a) Fall Programming Skagit Reads will have book discussion of The Soul of an Octopus on Sept. 25th. There will be a series of free art classes for adults (ages 16 and over) during the month of September. September 14th the Mount Vernon City Library CARnival will take place. This will be a fun experiment with the opportunity to learn logistics planning. There will be demos, food trucks, games, etc. This is a big event and staff are very excited. b) Campaign Update A website has been developed to help with support for this project. Staff and county are working closely together. Isaac discussed the fundraising and phasing of it. c) Summer Wrap Up The Fern Sculpture dedication went well and it is a great piece of community art. Program Coordination Division – Blaine Chesterfield a) Low Impact Development Blaine provided Council with a brief background of Low Impact Development such as rain gardens, bio-retention ponds, and pervious pavers/concrete/asphalt and provided some examples of each of them and how they improve water quality. b) Draft Phase II Municipal Stormwater Permit The Washington State Department of Ecology released the 2019 Draft Municipal Stormwater Permit for comment on August 15th. The municipal permit is open for comment until November 14th. Some of the new requirements in the draft permit are Comprehensive Stormwater Planning, Community-Based Social Marketing, Low Impact Development Education, and increased inspections and reporting. c) Maddox Creek Culvert Update Staff participated in a kick off meeting with the County on August 21st. The Ecology Centennial Grant agreement should be completed by November. The county is working to bring a consultant on board and start on design and permitting. The project is currently scheduled for completion in the summer of 2019. 4. Project Updates – Mike Love a) 2018 Street Improvements Staff showed pictures and provided an update on the status of this year’s project which included Laventure, Section, Warren and 2nd Street. Most of the remaining work is on 2nd Street with roadway excavation, curb ramp replacement, and paving anticipated in October. b) 2018 Curb Ramp Improvements This project runs in conjunction with the street improvements and is nearing completion. There is some minor concrete work remaining, along with asphalt patching and landscaping. c) College Way Under I-5 – Reichhardt & Ebe Supplement No. 3 On the agenda this evening is a contract supplement with Reichhardt and Ebe Engineering for unanticipated design work for Freeway Drive storm forcemain replacement, geotechnical work and WSDOT traffic control plan. d) Project Acceptance Screw Press Contract On the agenda this evening is the acceptance for the supplier of the WWTP screw press. 5. Public Works Director Comments – Esco Bell a) Yard Waste Disposal & Composting Services On the agenda this evening is a contract with the Town of LaConner for Yard Waste Disposal and Composting services. The City has been working with the Town of LaConner for the last two years and it has worked well. September 12, 2018, Public Works/Library Committee Minutes Page 2 of 3  b) FEMA’s Letter of Map Revision (LOMR) Update Completion of the City’s downtown flood protection project has allowed the City to move forward with removing the downtown from FEMA’s 100-year flood plain. Staff gave an update on progress and expects a positive result soon. c) City Shop Project Update Staff provided the latest information about conceptual layouts for the new shop and estimated cost. Estimates from our consultant are predicting higher than expected construction costs. 6. Traffic Safety Committee (TSC) Update – Esco Bell Mike and Esco talked about the recent restriping improvements on Hoag Road and on Blackburn between 15th and 18th, adding two way center turn lane. Additional striping was on 48th Street & 30th Street adding a center line and edge lines. 7.
