Approval of Public Works Committee Minutes: Councilmember Lindquist moved to approve the minutes from September 12, 2018; Seconded by Councilmember Hulst; Carried by all. 2. Mackenzie Architects Update Regarding Fire Facilities Needs Assessment – Bryan Brice a) Presentation by Mackenzie Brett Hanson with Mackenzie Architects provided Council with a 45-minute presentation on the fire facilities needs assessment progress which began on September 12, 2018. They highlighted current deficiencies at each fire station (operational, security, space needs, health and wellness, and systems) and responded to how they would address deficiencies. There will be an open house on Saturday, October 13th at Fire Station #1 from 2:00 – 5:00 pm for the public to learn about the design process, schedule and planned improvements to help shape the vision of the new downtown fire station. 3. Library Committee – Isaac Huffman a) Library Improvements The Library updated the furniture in the resources room creating separate use zones and a nice flow. The room looks a little empty and will probably have more incorporated in at a later time. Squirrel colored mulch was placed in the landscaping around the Library making the outside appearance much nicer. The artwork in the children’s area was also updated. October 10, 2018, Public Works/Library Committee Minutes Page 1 of 4  b) CARnival and Big Event Planning The CARnival was very successful with 287 attendees at the door. The four-lane hot wheels racing track was a big hit. There were also remote control & STEM activities, food and more. It was a great learning lesson for planning of larger events. It was a great platform to connect with new people. Coming soon: Day of the Child, Wheat Festival Night, Cooking Classes, and maybe CARnival 2. c) Strategic Direction Mount Vernon is the optimal size to test and execute new ideas. Bringing new ideas forward faster will be key to services success. 2019 will be a year of many firsts with an understanding of Skagit culture and what works in the valley. 4. Program Coordination Division – Blaine Chesterfield a) Kulshan Pump Station Bar Screen Rehabilitation Bid Award Public Works will be requesting Council approval to award later this evening. Three bids were received with Harbor Pacific Contractors being the low bid in the amount of $465,475.14. Upon award, components would be ordered in January 2019 with a lead time of five to seven months, installation in August 2019, and completion in September 2019. b) 2018 Flood Awareness Week Flood Awareness Week is Monday, October 15th – Friday, October 19th. During this time city staff actively prepares for flood season. City staff has completed the inspection of the floodwall, Hoag Road Levee, and stop log components. c) Seneca Culvert Cleaning Update City staff performed culvert cleaning on September 27, 2018. The cleaning improved the culvert’s capacity for the upcoming rainy season, there is still some material in the middle that equipment could not remove so more work may need to be done next year. The State Department of Fish and Wildlife would like the City to consider alternatives to routine cleanings. Staff continues to look for cost effective and environmentally friendly alternatives to address this concern. Fisheries would like a bridge at this location in the future, however, it would be costly. Council inquired about grant opportunities for this culvert. Blaine noted it may be possible to look at a Centennial Grant, staff will continue to look at grant options. October 10, 2018, Public Works/Library Committee Minutes Page 2 of 4 5. Project Updates – Mike Love a) 2018 Street Improvements SRV Construction continues with the excavation work on 2nd Street removing the old asphalt and concrete. Final paving on the roadway is scheduled for October 24th through October 26th. Discussion took place on unanticipated delays due to the strike and the additional concrete removal from the roadway on 2nd Street. The strike did cause progress delays and increased the demand for asphalt work everywhere. b) College Way Under I-5 The City received three very competitive bids from local contractors. The project includes, storm drain improvements on Freeway Drive and waterline improvements on College Way, along with two additional lanes of travel on College Way under I-5. Staff will ask Council to consider approval of a construction contract with Granite Construction, an agreement with the Public Utility District of Skagit County, and a professional services agreement with Reichhardt & Ebe Engineering the following Council meeting. 6. Public Works Director Comments – Esco Bell a) Letter Of Map Revision Update “As-built” hydraulic modeling has been accepted. Three questions were received yesterday. Staff is responding immediately and progress continues to move forward. 7. Traffic Safety Committee (TSC) Update – Esco Bell a) Staff have installed five pedestrian crossings, all in school zones. 8. Miscellaneous / For the Good of the Order a) 2018 Budget – Doug Volesky Doug reviewed the various budgets that are under the Public Works Department.  ER&R Reviewed the vehicles that have been requested for 2019. These are all covered through the replacement reserve fund. There are 17 pieces of equipment on this list.  Public Works/Engineering – The Department is working towards the completion of the LOMR for the Downtown Flood Protection Project, completing the design phase of the new City Shop Complex, and continuing to improve the quality of the City’s GIS data and increase the pool of trained staff. October 10, 2018, Public Works/Library Committee Minutes Page 3 of 4   Street Department Is focused on improving efficiencies. Increases are mostly due to expanded projects that the department will be undertaking.  Wastewater Utility Maintenance of compliance with NPDES and a large decrease due to the payoff of one of the loans that was taken for the treatment plant.  Surface water utility This is going up due to an increase of one FTE that will assist Street department. There is an increase in the capital associated with the improvements to the Freeway Drive pump station.  Solid Waste Utility Has an increase due to the disposal rate at the county increasing from $82 per ton to $96 per ton.
