City of Mount Vernon Development Services Committee Meeting Minutes from October 17, 2018 Chairperson Mary Hudson, called the meeting to order at 6:00 pm. Present were Council members Mark Hulst, Joe Lindquist, Richard Brocksmith, Melissa Beaton, Iris Carias, Mark Hulst and Gary Molenaar. Staff members present were Project Development Manager Peter Donovan and Development Services Director Chris Phillips. Ms. Beaton, second by Mr. Molenaar to approve the minutes from the September 19, 2018 committee meeting. Facility Update Police Court Campus HVAC & Security Enhancements have been completed. The Assistant Finance Director’s office door is on order. Fire Station #3 Emergency Generator load monitor testing is complete, negotiating Atlas Towers to install in 2018/1st Qtr 2019. City Hall HVAC heavy equipment lift one has been completed, lift two is scheduled for October 23, 2018. SmartGov Update Mr. Chris Phillips briefed the Council on the implementation schedule for the new permitting system SmartGov. During training conducted on October 16th, SmartGov employee and City Staff noticed a variety of configuration items that needed attention. Site validation will continue thru Oct 26th. Training will be rescheduled later in October/November. BlueBeam training will flex to new SmartGov training syllabus. Development Community/Resident Training opportunities will occur on various dates and times in November/December 2018. 2019 Revenue Estimate Discussion Mr. Chris Phillips provided an update on how Development Services Staff researches and develops budget permit revenue estimates. Technology Fee/Impact Fee Discussion Mr. Chris Phillips provided a brief on Technology Fees. In the past Staff only charged a Technology Fee for Building permit processing. City Staff recommends that Council strongly consider incorporating a Technology Fee for Building, Planning, Engineering and Fire Permits since all permits will utilize the new Development Services Software to include Pre-Application meetings. The proposed Technology Fee proposal will pay for approximately 73% of the Annual Maintenance Fees. A few Council Members stated that the new Technology Fee should cover the entire Annual Maintenance Fee and not be subsidized by the residents of Mount Vernon through General Fund funding. Project Updates Mr. Chris Phillips provided an update on Residential and Commercial Projects to be completed in 2018/19 & Downtown redevelopment activity along Main Street, 1st Avenue and 2nd Avenue. Voting Right Act Update Mr. Peter Donovan provided and update on Staff actions in support of the VRA, two VRA Ward Alternatives and feedback from Community engagement Open House forums. Page 1 of 2 2019 Proposed Budget The Mayor, Mr. Doug Volesky and Department Heads presented and discussed the 2019 Departmental Budgets with Council. Miscellaneous/Good of the Order Mr. Chris Phillips stated that Development Standards were presented to the Planning Commission on October 16, 2018 and will be further discussion in November. Additionally, Staff and volunteers are gaining insights from property owners, and developers. Committee Meeting adjourned at 8:16 p.m. Page 2 of 2
