Committee of the Whole
January 30, 2019
Present: City of Mount Vernon: Mayor Boudreau, Councilmembers Beaton, Brocksmith,
Carías, Hudson, Hulst, Moberg and Molenaar
Staff Present: City Attorney Rogerson, Finance Director Volesky, Library Director Huffman,
Project Development Manager Donovan
1. Update on Library/Community Center/Parking Facility: Mayor Boudreau provided an update
on the proposed Library/Community Center/Parking facility project and introduced the OAC
Consultants.
2. Design Presentation: David Van Galen presented a number of design options with different
aesthetic themes and functional layouts. He also outlined some of the things to keep in
mind during the design phase; expansion planning, lighting, theme, and so forth.
3. Budget and Pricing and 4. Delivery Options Presentation: Dave Jobs presented the various
types of delivery options and the pros and cons of each. Emphasized the benefits of having
a contractor involved in the design process.
5. Q & A: Dave Jobs clarified when the cost delivery estimates may be available with each
delivery option. Kevin Fram emphasized the necessity of the City clearly determining the
building form and function, the delivery option, and budget constraints to get the clearest
idea of what the project will require. Ensured they would have more detailed potential
solutions including budget estimates at the next meeting in late February.
6. Miscellaneous – For the good of the order:
a. AWC City Action Days: Will not be attending this year. Would like to come up with 2
alternative dates to take a group.
b. KnowBe4 Training: Rolled out the KnowBe4 training resource where employees receive
training on computer security. Encouraged council members to use this resource.
c. Letter: Mayor requested council feedback on the wording of the letter. Council
members voiced no objections.
d. RV Complaints and Code Enforcement: Mayor asked the council if there was any interest
in changing codes or policies regarding this. Council discussed the topic at length and
the common consensus was not to change the codes.
e. Homelessness Services: Discussed the possibility of Skagit County or the Friendship
House purchasing the Christ the King property.
f. Closing Comments: Council members discussed what their approach to the OAC process
should be; funding focused versus detail focused.
