February 6, 2019 Public Safety Meeting Present: Melissa Beaton, Gary Molenaar, Mary Hudson, Iris Carias, Richard Brocksmith, Chris Cammock, Bryan Brice, Mark Hulst, Jill Bourdreau, Steven Riggs, Bryan Harris, Peter Donovan, Doug Volesky, Erin Moberg Meeting called to order: 6:00 p.m. Commissioner Molenaar motioned to approve the minutes, motion seconded by Commissioner Hulst. January Public Safety minutes were approved. Addressing a Community Risk: Steve Riggs  130 kitchen hoods in Mount Vernon  The Risk: companies are not certified to install and maintain kitchen hoods.  Finding: systems are not being cleaned per code. Fusible links are set to the wrong temperature.  Working with neighboring jurisdictions (Burlington and Anacortes) to address issues with specific concerns of the systems. Currently working with restaurants to identify reasonable timelines to make corrections.  Offering classes throughout the state of Washington to educate other jurisdictions on the kitchen hood systems.  Working with the City Attorney’s office to remove contractors working fraudulently within the system. Fire Hydrant Agreement with PUD  Chief Brice is working on an agreement with PUD to turn over ownership of fire hydrants from City owned to PUD owned. The agreement development has been worked on for over a year. PUD is looking at this agreement to take control of their water system. Attorneys from both entities, PUD operating manager and Chief meet to work through the final issues in the agreement. The agreement is currently at PUD for review. The Chief plans on bringing the agreement to Council in the next few months. Mayor provided council a proposed letter to the Friendship house for their retreat next week. She would like feedback from Council by Friday. Legislative Priorities * Unfunded mandates: Homelessness, mental health, housing, public records act, small cell legislative.  Voting Rights Act  Prevailing wage issues, bracketing labor negotiations Meeting adjourned at 6:59 pm
