Public Works/Library Committee Meeting February 13, 2019, 6:00 pm Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Carias, Hudson, Hulst, Moberg, Molenaar Staff Members: Public Works – Bell, Chesterfield, Duranceau, Love; Library Director – Huffman; Police Chief – Dodd; Finance Director – Volesky; Project Development Manager – Donovan; City Attorney – Rogerson; Fire Chief - Brice 1. Approval of Public Works Committee Minutes: Councilmember Carias moved to approve the minutes from January 9, 2019, as corrected, striking Chesterfield from Staff Members which were present; Seconded by Councilmember Beaton; Carried by all. 2. Library Committee – Isaac Huffman a) Interlocal Agreement – Central Skagit The Library explained the terms of the interlocal agreement with Central Skagit and the advantage of this municipal partnership growing. It expands services for residents (better collection and better sharing) with over 24,000 physical and expanded digital. It would develop shared operations and knowledge sharing via courier and common catalog. There would be cost savings and it is an opportunity to reconnect with residents in Big Lake. b) Programming The Library received a Partners for Middle School STEM $10,000 grant. In partnership with the National Center for Interactive Learning at the Space Sciences Institute and funded by the Institute for Museum and Library Services, this two year project is focused on building community partnerships that result in increased science, technology, engineering and math learning opportunities for low-income middle school students in urban areas. Isaac Highlighted the following programs:  Bread Lab Story time was well attended with good collaboration.  Why Trees are Dying held at Hillcrest Lodge. Great attendance with approximately 110 people. Great venue which they plan to utilize more to accommodate larger capacity programming. This event taught staff how to become good hosts establishing parameters for needs in the future. The event was well attended. 3. Program Coordination Division – Blaine Chesterfield a) Washington Conservation Corp (WCC) The WCC was in town the week of February 3rd. They harvested and planted 1,100 dogwood and willow sticks. The sticks were collected from Skagit Highland Pond and planted along Kulshan, Thunderbird, and Martha Washington Creeks. The WCC also cleaned up brush in the Partington Ponds. 4. Project Updates – Mike Love Mike Love presented information on the following professional service agreements which will be on the agenda this evening for consideration. a) Bell and Associates to assist the City in review of the Solid Waste utility rates. They have worked in the field of solid waste and recycling for 25 years and assisted Skagit County with their recent tipping fee evaluation. b) Carletti and Associates to assist the City in design of an expansion to the Wastewater Treatment Plant administration building. Staff size and technology has outgrown the existing administration building that was constructed more than 30 years ago. Carletti has good experience with similar projects. Agreement includes building design and construction assistance. c) Lisser and Associates to provide on-call survey work for City design projects such as the 2019 curb ramp replacement project. They are a local surveyor with local knowledge and experience that will benefit the City in this work and they were the best qualified through the selection process. Mike also provided the following project updates: d) College Way Widening Under I-5 The project is under construction. The cold weather and snow has delayed work on the retaining wall beneath the overpass. Work will resume as weather improves. No traffic lane closures are scheduled in the next few weeks. e) College Way and 30th Street Signal & College Way and Riverside Drive Corridor Improvements Both projects are funded by Federal Highway Grants. The city was working with WSDOT to combine the two projects. WSDOT preferred the City bid the projects separately and will be preparing the final plans and bid contract for these projects with a schedule to bid in the next couple months. February 13, 2019, Public Works/Library Committee Minutes Page 2 of 3  f) BNSF Crossing at Riverside This project improves the BNSF rail crossing at riverside Drive which is funded by a Federal Highway grant. The BNSF crossing will be replaced and the pedestrian facilities will be improved. The design has been approved by WSDOT and the project is scheduled to be bid in the next month. 5. Public Works Director Comments – Esco Bell a) Wastewater Treatment Plant Blower Purchase The City is working to purchase an additional new blower from Pasco. The blower is a fundamental piece of equipment at its wastewater treatment plant providing aeration. b) City Shop Complex Esco discussed vehicle maintenance facility costs associated with the City’s shop complex project. The project is primarily focused on the vehicle maintenance building at this time. The facility is currently used for repair and maintenance of approximately 240 vehicles and other large equipment. Of the vehicles, 36 items either do not fit in at all or the type of repairs that can be performed are very limited in the current shop. Funding for the facility was also discussed. c) Snow and Ice Debrief Esco described the City’s snow response procedures that were used during the recent snow and ice events. Staff utilized six plows and of which three have sanders, plus two additional sanding trucks. d) Letter of Map Revision FEMA consultant staff and the City will discuss remaining questions associated with the City’s LOMR on a conference call next week. e) Complete Streets Grant – ADA Ramp Upgrades Staff presented ADA ramp replacement work that the City will propose to do with Complete Street grant funding that it will receive. 6. Traffic Safety Committee (TSC) Update – Esco Bell The next Traffic Safety Committee is on Tuesday, February 19th. 7.
