Public Works/Library Committee Meeting March 13, 2019, 6:00 pm Attendees Present: Council Members: Beaton, Brocksmith, Carias, Hudson, Hulst, Moberg Staff Members: Public Works – Bell, Chesterfield, Duranceau, Love; Library – Schumacher; Police Chief – Dodd; Project Development Manager – Donovan; City Attorney – Rogerson 1. Approval of Public Works Committee Minutes: Councilmember Hudson moved to approve the minutes from February 13, 2019; Seconded by Councilmember Carias; Carried by all. 2. Library Committee – Laura Schumacher a) Children’s Programming The Library highlighted partnership in children’s programming including Spanish Storytime, requested by the Police Department, which was very successful and a great time. Spanish Science Storytime is a program teaching parents and kids STEM tools and how to do STEM at home. b) Adult Programming A new adult event was Brews and Bread which was held at Hillcrest Park. It was a great event, well attended and helped the Library a great deal with serving food, raising money, and the value of conversation. $250 was raised for Friends. The Underground Writing Book Launched its book and a reading was held February 21st. The artist space in the Library should be filled with art in about a month. The Mount Vernon City Library has officially started lending “activity backpacks” with Discover Passes on a first-come-first-served basis, thanks to a partnership between State Parks and the Washington State Library. The City has two backpacks which contain binoculars, field guides and other interpretive materials. The Washington State Parks Foundation is funding the Check Out Washington program so users can access parks and recreation lands managed by Washington State Parks, the Washington Department of Fish and Wildlife and Department of Natural Resources. March 13, 2019, Public Works/Library Committee Minutes Page 1 of 3  The Library has converted its Microsoft Imagine license into a Lynda.com license allowing for over seven thousand lessons, which is an increase over the few hundred which were available. c) Coming Soon Get Craf-Tea “paint-and-sip” night March 21st. This event was completely booked within 48 hours. There will be a tea tasting as well as a brief presentation on tea history and tea etiquette by the Old Town Grainery Tea Room. Each person will then get the opportunity to paint their own tea cup, courtesy of Tri-Dee Arts. 3. Program Coordination Division – Blaine Chesterfield a) 2019 Stormwater Management Program Presentation Dr. Valerie Fuchs of Brown and Caldwell gave a presentation on the City’s draft 2019 Stormwater Management Program (SWMP). The City remains in compliance with the municipal stormwater permit. The draft 2019 SWMP is on the City’s website for review. Comments need to be submitted by Friday, March 22, 2019. 4. Project Updates – Mike Love a) College Way Widening Under I-5 Work on this project has been suspended due to discovery of dry sand during wall excavation beneath the bridge columns. The contractor and the City are working on a plan to inject cement or chemical grout into the sand to stabilize the material and allow for planned excavation. This work will begin on March 22, 2019. Staff is working on additional funding sources to help cover the cost of this work. b) Riverside Drive BNSF Crossing Mike Love presented information on the following supplement to a professional service agreement and a supplement to the WSDOT agreement which will be on the agenda this evening for consideration.  PH Consulting to perform inspection, material testing and construction management on the project in accordance with federal grant requirements.  Washington State Department of Transportation (WSDOT) to obligate construction funding for the project. If the obligation of funds is delayed after April 2019 the City would be required to fund 10% of the construction cost. c) College Way and Riverside Drive Corridor Improvements This project is close to going to bid. Environmental documentation is complete and approved by WSDOT and the Federal Highway Administration (FHWA). Final review by WSDOT of plans and specifications is ongoing. There is a UDBE goal of 10% and 400 training hours set for the project. The next step is to address WSDOT final comments in the plans and specifications, then obligate the funding for construction. March 13, 2019, Public Works/Library Committee Minutes Page 2 of 3 5. Public Works Director Comments – Esco Bell a) Letter of Map Revision (LOMR) LOMR documents were submitted April 6, 2018. The City received additional data request on May 25th and submitted information on July 20th. FEMA’s draft map for City comments was received on December 4th. City staff suggested two minor edits on December 6th. One other FEMA inquiry was immediately addressed after the federal government shutdown ended. In mid-January 2019 FEMA consultants decided to have another team check information which has resulted in a draft additional data request of 14 issues that were discussed with staff on a two and a half hour conference call on March 6th. Working with FEMA Region X engineer to get back on track. b) Wastewater Treatment Plant Rate Study Presentation – Kevin Lorentzen HDR Engineering’s, Kevin Lorentzen, gave a presentation to Council on the Wastewater Rate Study for Mount Vernon providing them with the methodology and tools used for the study. A follow up discussion will be scheduled at an upcoming Finance Committee meeting. 6. Traffic Safety Committee (TSC) Update – Esco Bell The next Traffic Safety Committee is on Tuesday, April 16, 2019. 7.
