The Public Safety Committee Meeting was called to order at 6:00 PM by Council Member Melissa Beaton. There were no minutes from prior meeting. FIRE CHIEF BRYAN BRICE FIRE BOND UPDATE  Short of 60% needed to pass  Discussed various options for funding  Chief Brice will reevaluate and start putting things together o Will bring forward needs, cost estimate, etc. o Wants to make sure we’re planning for future EMS BILLING UPDATE  Provided PowerPoint presentation/explanation of ambulance billing process and what’s being done to make it more efficient and effective POLICE CHIEF JERRY DODD  After 40 years with MVPD, Chief Dodd is retiring; this is his last Public Safety Committee Meeting o Presented short PowerPoint career history 2018 NUMBERS  PowerPoint showing various 2018 statistics, comparisons, and information PERSONNEL AND HIRING UPDATE  MVPD goal is to always hire most qualified individuals PUBLIC SAFETY COMMITTEE MAY 1, 2019 PAGE 1 OF 4   Statistics show there’s been a huge drop nationwide in individuals applying for law enforcement positions  Dakota Hinton at BLEA and is doing well  Mike MacGillivray also doing well at BLEA – graduating in August  Tye Lubking is at BLEA and doing well – graduating in August  Ben Green to be promoted to Sergeant  Hired Gabe Beauckman and Abisai Sanchez  In process of hiring Administrative Assistant  In the process of hiring a Park Ranger MOVING FORWARD IN 2019 AND BEYOND  Provided PowerPoint showing Department priorities  Listed Department spirit/culture  Department foundation o Without good foundation, will not have a good house o MVPD has a “great” house  Talked about book titled Proactive Policing o Designed by many (mental health, civil liberties, education, etc.) o Book mirrors MVPD’s practices  MVPD is a pro-active, effective and efficient department  Ahead of national standard  Showed planning process o Will start 2020 budget early to provide healthy chief transition  Listed top ten future challenges o Staffing  Records Division/State mandates o Neighborhood Focus o Technology o Gang Emphasis o Repeat Offenders o Neighborhood Hot Spots o Substance Abuse o Mental Illness o People Without Homes o Police Officer Wellness  Everyday life stresses  Affects of hypervigilant  Secondary victimization  Please continue to support the wellness of our officers and their families  Public health issues will be huge issue in the future  Public health/public safety intertwined o Need to hire officer to assist Outreach Coordinator o Makes Outreach Coordinator more effective if with officer  Radio replacement PUBLIC SAFETY COMMITTEE MAY 1, 2019 PAGE 2 OF 4  o Current radios are analog system which is going away and replaced with digital  Replacement costs will be approximately $450,000  Have researched grants  Checked into partnering o Parts are no longer available for analog radios MISCELLANEOUS ITEMS  Will complete variety of audits prior to retiring o Department is very healthy  Several staff members participated in 2018 Shop With a Hero  Citizens Academy Class Number 25 graduated last week  Nine new COPP (volunteer) members  Received $17,239 Domestic Violence STOP Grant  Purchased negotiator vehicle o Originally priced at $55,000 o When sellers learned what vehicle was for, dropped price to $35,000  Officer Edgar Serrano received honor for his work with school children  Successful 2018 Fall Coat Drive  Great Street Fair  Officer Pash did Spanish story time o Was a huge hit o Everyone loved Officer Pash  Provided information on Community Justice Center o Big issue, bunks are literally coming off the wall o In process of repairing 275 bunks MAYOR JILL BOUDREAU CITY AGREEMENT WITH SKAGIT REGIONAL HEALTH  Mayor Boudreau provided a history of and explained the parking structure agreement between the City and Skagit Regional Health that began in 2009  To be complete by December 2020  Hospital has pre-app to put in surface parking lot next to Sunrise Inn o Cost is $740,000 LIBRARY/PARKING GARAGE/COMMUNITY CENTER PROJECT  Lift award date is looming  Mayor Boudreau provided PowerPoint history and overview to date and discussed “Mount Vernon Library Commons Project” which began as an agreement between the City Council and County Commissioners in 2014  All information/documentation regarding this project can be found on Council’s I- drive  Discussed Interlocal Agreement Cooperative Provision of Services – 03/28/18  Provided construction costs handout PUBLIC SAFETY COMMITTEE MAY 1, 2019 PAGE 3 OF 4   Showed slides and discussed presentation from Washington State Economic and Revenue Council  Discussed LIFT award which has been approved for $500,000/year for 20 years and has to start this year COUNCIL MEMBER HUDSON MOTIONED TO ADJOURN  Meeting ended at 9:18 PM PUBLIC SAFETY COMMITTEE MAY 1, 2019 PAGE 4 OF 4
