Public Works/Library Committee Meeting May 8, 2019, 6:00 pm Attendees Present: Council Members: Beaton, Brocksmith, Carias, Hudson, Hulst, Moberg, Molenaar Staff Members: Public Works – Bell, Chesterfield, Love; Library – Huffman; Police Chief – Dodd; Project Development Manager – Donovan; City Attorney – Rogerson; Finance Director - Volesky 1. Approval of Public Works Committee Minutes: Councilmember Hudson moved to approve the minutes from April 10, 2019; Seconded by Councilmember Carias; Carried by all. 2. Library Committee – Laura Schumacher a) Program Updates Isaac provided photos of the Dia del Niño / Day of the Child celebration, which was held on Saturday, May 4, 2019. This event included food and performances in Pine Square and concluded with a live performance at the Lincoln Theater. It was a great event with over 400 in attendance. b) Volunteer Appreciation Isaac recognized the 22 volunteers with 364 hours between January and April this year. These volunteers help with shelving books, displays, garden work, and much more. The work and service by these individuals is so important and really appreciated. Isaac highlighted events from the new Outreach Coordinator such as dance classes, reading events, and art events in partnership with the school. After hours teen art event went well and was a fun event in a safe space. Each participant created their own interpretation of Van Gogh’s “The Starry Night”. The paintings were displayed in the Library. c) Quick Updates Staff shared a study on brain development of 3-5 year old children which were exposed to daily vs. non-daily reading and the positive developmental results. The Library hired a new Public Services Assistant, Shelby Ghodsian. She has finished up her degree this month and brings a great mix of skills addressing community needs. Program Coordination Division – Blaine Chesterfield a) Log Boom Staff will be installing five Log Aligners along the river front during the week of May 20, 2019. This will help to keep the log boom on the river side of the pilings. b) Washington Conservation Corp – Individual Placement Staff is applying for a Washington Conservation Corp AmeriCorps member for Individual Placement with a cost share of $25,000 for one year from October 7, 2019 through September 3, 2020. If the City is not selected for this program in the 2019/2020 selection, we will try again next year. 4. Project Updates – Mike Love a) College Way & Riverside Drive Corridor Improvements: The City has received approval to bid the project for construction. It should advertise in the next couple of weeks with bids being accepted in June. b) College Way 30th Street Signal: The City has received approval to bid the project for construction. It should advertise in the next couple of weeks with bids being accepted in June. c) 4th Street N / Riverside Dr BNSF RR Crossing: This project is currently out to bid, opening May 29, 2019. The cost for this work is $1,330,990; the City contract portion is estimated around $400,000. There will be a future agreement with Burlington Northern Santa Fe for the rail portion of the project. d) College Way Widening Under I-5: Granite construction is progressing with construction of the retaining wall under I-5. Approximately 2.5 months was added to the project schedule to address the soil stabilization. Contractor is looking at the project schedule for opportunities to accelerate the schedule and reduce the potential for a winter shut down. In the next month Granite will continue work on the retaining walls beneath I-5. Start road widening work on College Way between I-5 and Market Street. 5. Public Works Director Comments – Esco Bell a) Letter of Map Revision (LOMR) FEMA has received all the City’s official response to the additional data request and are reviewing. b) SR 536 Skagit River Bridge to I-5 Paving and ADA Compliance This work started on May 5, 2019. Work will be completed in the evening hours. WSDOT will be upgrading curb ramps for ADA compliance and repaving SR 536. The project should be complete by fall 2019. May 8, 2019, Public Works/Library Committee Minutes Page 2 of 3  c) Cedardale/Anderson Mini-Roundabout The City hired a specialist to look at the roundabout. Good recommendations were suggested for striping and making the center larger. We have a design and concept and will proceed with work with City crews. 6. Traffic Safety Committee (TSC) Update – Esco Bell The next Traffic Safety Committee is on Tuesday, June 18, 2019. 7.
