Development Services Committee Meeting Au gu st 7 , 2 01 9 Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Carías, Hulst, and Moberg Staff Members: Development Services – Phillips, Lowell, Morrison; Attorney- Rogerson; Project Development Manager Donovan Minutes from July 17, 2019 were approved. 1. HB 1923 Update – City staff submitted information to the Dept. of Commerce and verified they received the items. DOC stated their selection committee will notify selected cities by August 31, 2019. 2. Misc./Good of the Order  Safe Parking- “Limited Temporary Homeless Encampments” means a program registered with the City allowing no more than five vehicles, housing not more than a total of 12 individuals, to park in designated areas providing overnight shelter. Some requirements include: located on property owned/leased by religious organizations, must have outdoor restrooms, hand washing stations and trash facilities, allowed between 7PM and 8AM only, 18 and older only, max of 180 days in 12 month period. City Staff will draft an Emergency Ordinance for Council to review and approve in the month of August 2019.  Visconsi Update- Building permits have been submitted for 7-Eleven and are completing the Design Review Board process. Visconsi has submitted WSDOT permits for Kincaid Street enhancements required by the Hearing Examiner. Visconsi is meeting with WSDOT on August 15, 2019 to discuss their submission.  County Vaping Ordinance- Skagit County has adopted an ordinance to regulate vaping and smoking within the City and County. Signs must be placed within public places that children would congregate. 3. 2019 Work Plan Update to include 2016 Comprehensive Plan Housing Element Overview – Mr. Phillips and Ms. Lowell reviewed the Housing Element of the 2016 Comprehensive Plan. Discussion included density in various zones and pre-application meeting processes. Council requested additional information concerning the Pre- Application process. Mr. Phillips stated he would provide Council the information via email and plan of action to provide more transparency to the Pre-Application process. Council directed Mr. Phillips to reach out to SICBA and Island County Development Services Director to better understand a County/Developer/Resident Informal Working Group. 4. GIS Planning Tool Demo- Ms. Lowell demonstrated the new GIS Planning tool located on the City website. Public can use this map to look up zoning information and have a direct link to the associated MVMC. 5. The meeting will be held in the Courtroom of the Police/Court Campus, 1805 Continental Place, Mount Vernon.
