Public Safety Meeting August 21, 2019 Attendee: Richard Brocksmith, Mary Hudson, Melissa Beaton, Iris Carias, Jill Bourdreau, Gary Molenaar, Peter Donovan Approval of Minutes: A motion was made to approve the minutes from the August 14, 2019 by Councilmember Molenaar, seconded by Councilmember Carias. Minutes adopted Kevin Rogerson, City Attorney The City Attorney will be bringing forward for Council’s consideration an ordinance at the August 28th City Council meeting to appoint a Hearing Examiner to oversee situations of land use, building permits and fire code violations. Acting Chief Chris Cammock, Police Department Emily Den Hartog, Animal Control Officer, provided council a brief education on aggressive dogs, and reviewed the City’s ordinance for dangerous dogs. Currently the City has 16 dogs in the system labeled as potentially dangerous dogs. Officer Den Hartog briefed the council on the upcoming budget item for a new Animal Control vehicle in the 2020 budget. Chief Bryan Brice, Fire Department Chief Brice introduced Architect Brett Hanson from McKenzie firm to review the bid and construction of Fire Station 1 and the remodel and upgrades to Fire Stations 2 & 3. Mr. Hanson’s review of the process included that the proposal was needs based versus budget based. Mr. Hanson lead Council through the extensive process used to determine the fire department needs, design and building construction. Questions posed by Council during this discussion needing further evaluation were: • Plans to decrease the size and cost of Fire Station 1. Does Admin need to be downtown? • How do we best utilize station 2 property for expansion? • What are the security issues at Station 1? Do the same concerns exist at Stations2 & 3? • Did we do a site assessment? Should we? Who would do it? Recommendation is to use our City Planning Department. • If we move the EOC from Station 1 to Station 2 would that decrease the size? • Look at the potential of doing a bond for just Station 1 and do a separate bond for the remodels of Station 2 & 3. • Can we build a 50 year building in 20 year increments? • Can CLT construction be considered for this project? Councilmember Brocksmith would like to see a third party review of the proposal. Not only to validate the findings but to provide a fresh perspective on the proposal. Good of the Order Councilmember Brocksmith would like to see funding for the station exhaust systems in the 2020 budget.
