Approval of Public Works Committee Minutes: Councilmember Molenaar moved to approve the minutes from August 14, 2019; Seconded by Councilmember Carías; Carried by all. 2. Library Committee – Isaac Huffman a) Library Fines Library fines arose from the era when libraries were operated as clubs “1850-1920”. As Libraries became free to the public, fines were attached. In the past fines used to be more effective. On June 15, 2016, cities lost credit reporting power on small debts such as library fines and parking tickets. Collection of library fines dropped by 20% and digital formats continue to weaken revenue. Fine free is not totally fine free, just late fines, which is approximately 1/3 of the charges. Lost or damaged items fines would remain. Instead of fines given for late fees, accounts would be suspended until materials are returned or a replacement copy is paid for in the library. The goal is less lost material and better collection. The course of action would be to slowly wind down fines and maybe go fine free on kid’s materials as a start in 2021. b) Library Updates Isaac updated Council on the new Macmillian library lending model which would limit libraries to a one copy limit with a one year embargo on all other copies. This limits libraries access for patrons most dependent on libraries. The Library has a new more modern look to its carrels which are open and better for security and provide a more collaborative approach for users. Upcoming events include Cozy Crafts and Skagit Reads. Program Coordination Division – Blaine Chesterfield a) 2020 Washington Conservation Corp (WCC) Interagency Agreement Blaine noted this agreement would be on tonight’s Council agenda. The 2019 agreement ended on Sept. 8th, the 2020 agreement would be Oct. 7, 2019 – Sept. 10, 2020. The agreement is for up to eight weeks of WCC crew time with costs not to exceed $36,800. The WCC is a team of six personnel utilizing hand tools. The City currently maintains 144 drainage facilities. Approximately forty percent of them need vegetation maintenance that requires small equipment and hand work. b) Detention Pond Maintenance Update Council received an update on the 2019 detention pond maintenance. The street crew has done an exceptional job, especially considering the City had less help from the Washington Conservation Corp as well as reduced seasonal staff this year. The City has 319 drainage facilities (public and private). There are 144 drainage facilities the City is responsible for maintaining. Since the beginning of the year there have been 94 inspections by City staff and 157 drainage facilities maintained by streets and collections staff, along with five facilities maintained by the WCC. 4. Project Updates – Esco Bell and Darin Christen a) Cedardale Anderson Roundabout (2019 Street and Curb Ramp Improvements) The contract award for this project will be on tonight’s Council Agenda for approval. Four bids were received. Staff will request award to the low bidder, Pellco Construction of Mukilteo, WA in the amount of $330,368. Work includes raising the truck apron to match the central island of the Cedardale Anderson Roundabout, adjust the length and shape of northbound Cedardale and westbound Anderson approaches, and eliminate the right turn onto northbound Cedardale. Work also includes additional grinding and overlay along Cedardale Road. b) College Way Riverside Drive Corridor Sign Improvement The concrete ramps will be complete at the twelve intersections affected by Sept. 13 th. Asphalt replacement at each ramp will be completed on Sept. 17 th. Installation of the flashing left turn signals will commence and be completed during November and December. c) 4th St N / Riverside BNSF Railroad Crossing Work on this project will begin with BNSF on September 23, 2019, where they will replace the mainline and spur line rails. Riverside Drive will be closed for five days to complete this work. Sidewalk and paving work will be completed by the end of next month. There will be a variable message board in place to inform drivers. d) College Way Widening Under I-5 Finished concrete walls are almost complete. Some of the sidewalk and curbing has been installed and major work is occurring to install the storm drain forcemain on Freeway Drive. One lane closures on Freeway Drive will not occur in the daytime during the railroad crossing closure on Riverside Drive. Work will continue for a few more months and be completed by February 2020. Public Works Director Comments – Esco Bell a) Downton Flood Protection Project NAFSMA Award The City’s downtown flood protection project received an award for 2019 Best Overall Green Infrastructure Project that will be presented at tonight’s Council meeting. 6. Traffic Safety Committee (TSC) Update – Esco Bell The last Traffic Safety Committee was on Tuesday, August 20, 2019. The next Traffic Safety Committee is on Tuesday, October 15, 2019. 7.
