October 2, 2019 Public Safety Meeting Present: Melissa Beaton, Gary Molenaar, Mary Hudson, Iris Carias, Chris Cammock, Bryan Brice, Richard Brockman, Mark Hulst, Jill Boudreau, Bryan Harris, Peter Donovan, Erin Moberg Meeting called to order: 6:00 p.m. Commissioner Hulst motioned to approve the minutes, motion seconded by Commissioner Molenaar. September Public Safety minutes were approved. POLICE: 2020 Budget Proposals  Increase in software costs from $28K to $51K  Increase will increase efficiencies and effectiveness and is partially due to a change in suspect behaviors.  Increases in SMARSH, Digital on Q (digital photo database), GovQA, and Forensic Investigation Software. Forensic Investigation Software  Processing cell phones (85 phones YTD in 2019)  Host trainings locally to realize training cost saving opportunities. Public Records Demands  Requesting staff increase in 2020 by .5 FTE due to increased workload.  Changes by regulation, professional standards or legislation all put additional pull on the records department.  Impacts in the department are due to the time mandates set forth by the State.  Looking forward to address the backlogs of purging old records.  Looking in the future to putting a paralegal in the Records Division. FIRE EMS – Quality Assurance Program  Starts with the 911 center and should come full circle with the hospital. 911 center is currently adding ProQA into the dispatch system. Still working on closing the loop on the hospital.  In May hired Morgan Hendricks, Nurse Educator, who is conducting the QA.  Positive results due to the diligence of the Nurse Educator and crews. Ambulance Dispatching  Changed from a response plan system to a closet unit system (as the crow flys) on August 5th.  Closest unit dispatching sends the closest unit to the call or incident, regardless of boarders.  There are some limitations in the 911 and County IT to produce a more “google” style of mapping. The county and 911 are working on moving closer to the “google” style dispatching.   Currently analyzing the system to work out the issues. HIRING UPDATE  Recently hired a firefighter.  Four positions open – October 15 & 16 practical and interviews for Firefighter Paramedics.  Looking at a start date in December / January.  Office Assistant position – working on with HR  Inspector / Educator – Still open. After January 1st. Working with DEM on a regional plan on critical infrastructure (Hazardous Mitigation Plan). – 5/6 months to finish with the County. Working an apparatus needs/rotation plan. Will be bringing it forward to council in future meetings. Ambulance billing Update. Mayor’s Forum – Kevin approved. Meeting adjourned at 6:59 pm
