Development Services Committee Meeting Oc tob er 16 , 2 019 Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Carías, Hudson, Hulst, Moberg and Molenaar Staff Members: Development Services – Phillips, Lowell; Project Development Manager Donovan, All City Directors/Department Heads 1. Minutes from August 7 and September 18 were approved. 2. Affordable Housing Code Amendment Updates- Ms. Lowell reviewed the Affordable Housing Density Bonus code amendment information. Additionally, she discussed Density Bonus requirement for updating the transportation element of the comprehensive plan, Waste Water Treatment Plan capacity and monitoring as it related to affordable housing program, and possible new staffing requirement to monitor affordable housing compliance. Finally, she updated Council on the current work plan timeline. The last code amendment she reviewed was the pad size and construction standards code update that raised the size of the dumpster enclosures. 3. HB1406 Sales Tax Discussion- Mayor Boudreau briefly discussed HB 1406 information and provided material to City Council folder for their consideration. 4. 2020 Budget Brief- City Departments provided Council preliminary budget brief/discussion. 5. Misc. / Good of the Order- a. Budget Calendar – Director Volesky reviewed the 2020 budget calendar including the upcoming topics and objectives. b. 2020 Preliminary Budget Presentation i. In alphabetic order by department, each respective department director presented their 2020 Department Goals, 2020 Budget Summary, and discussed some of the challenges they were facing in the coming year. During the budget summary presentation, each of the Directors reviewed the difference between their 2019 Budget and 2020 Proposed Budget, provided additional detailing factors driving the proposed budget changes; from COLA increases, expense increases, equipment purchases, cost savings initiatives, FTE changes, etc. 1. The meeting was recessed at 7:23PM 2. The meeting was reconvened at 7:28PM ii. Director Volesky reviewed the documentation included in the 2020 Detailed Preliminary Budget binders given to each councilmember. iii. Director Volesky presented the 2019 Skagit County Assessment values for the City of Mount Vernon. In 2019, the property values for the City of Mount Vernon increased by 8.8%. Director Volesky reviewed the impact on the levy rates the 8.8% increase would have and what the new levy rates would look like with any bank capacity increases in the future. iv. Mayor Boudreau discussed the final negotiated percentage increase for the 2020 Medical Insurance costs and HB 1406. The meeting adjourned at 8:45 p.m.
