Mount Vernon Finance Committee Parks & Enrichment Services Committee Minutes October 23rd, 2019 Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Moberg, Molenaar Staff present: Mayor Boudreau, Fire Chief Brice, Doug Volesky, Kevin Rogerson, Bill King, Isaac Huffman, Peter Donovan, Police Lt. Booth, Chris Philips, Erin Keator, and Gary Duranceau Citizens present: 1 1) Minutes from the September 25th, 2019 committee meeting were approved 2) Fire Station Needs Assessment by Fire Chief Brice a) Fire Chief Brice reviewed the letter provided by Mackenzie and the four tasks contained within i) Task 1 – Site Selection/Evaluation ii) Task 2 – Program Update | Test Fit – Station 2 iii) Task 3 – Value Engineering Examination – Station 1 iv) Task 4 – Final Report and Presentation Findings b) There was a brief Q&A session between the council and Chief Brice primarily centered around Task 1: Site Selection/Evaluation c) The council decided they would like additional time to review the work to be done under Task 1 but agreed that Tasks 2 & 3 could be parceled out and completed without completing Task 1 3) Finance Department Update by Finance Director Volesky and Mayor Boudreau a) 2020 Preliminary Budget Discussion i) 2020 budget calendar review by Finance Director Volesky ii) COLA discussion presented by Human Resources Director Keator iii) Mayor’s Salary Step Proposal by Mayor Boudreau iv) 2020 Lodging Tax Promotion Fund review by Finance Director Volesky (1) Provided an overview of what the Lodging Tax/Tourism Promotion Funds are, what the funding can be used for, and who selects the projects to be supported (2) Reviewed every funding request made to the Lodging Tax/Tourism Promotion Fund (3) A total of $367,700 of funding was requested for the 2020 budget year (4) The estimated 2020 Ending Fund balance is projected to be $100,256 b) Monthly Sales Tax, TBD Revenue, and Real Estate Excise Tax (REET) Review City of Mount Vernon Finance Committee October 23, 2019 i) Director Volesky presented a brief over view of all three accounts (1) Sales Tax and TBD Revenue continue to outpace budgeted expectations. (2) REET Tax is on pace to be below budgeted expectations 4) Parks and Enrichment Services a) Project Update i) 25th St. Playground Project (1) Requesting approval of the contract with Northwest Playground at $50,997.52 (2) $45,000 donated by Kiwanis ii) Bakerview Roadway & Sidewalk Project is Nearly Complete iii) Little Mountain Project is currently underway but delayed due to heavy rainfall iv) Maddox Creek Fish Passage Barrier Removal Project (1) The project designs are currently being reviewed to address project concerns v) Guardian Sculpture will be donated to the City and installed at the Summit of Little Mountain. vi) Other Park Projects/Issues (1) Currently working toward hiring new parks employees; laborers to Weekend/Nights maintenance worker b) Recreation Update i) Thanked all the Volunteers who’ve contributed over 2525.25 hours so far this year ii) Outlined the upcoming events (1) Veterans Day Celebration November 9th, 2019 (2) Breakfast with Santa – December 7th, 2019 (3) Holiday Movie “Jack Frost” at Lincoln Theatre – December 8th, 2019 c) City Work Program Update i) Decrease in vandalism reported ii) Having some success with voluntary cleanup of camps iii) Have encountered some survival shelters iv) Completed installation of cameras at Lion’s Park The meeting adjourned at 6:55 p.m. Submitted by: Chase Kinney Chase Kinney
