Committee of the Whole
October 30, 2019
The Committee of the Whole meeting was called to order at 6:01 p.m.
Present: City of Mount Vernon: Mayor Boudreau, Councilmembers Beaton, Brocksmith,
Carías, Hudson, Hulst, Moberg and Molenaar
Staff Present: City Attorney Rogerson, Development Services Director Phillips, Finance
Director Volesky, Human Resources Director Keator, Library Director Huffman,
Parks & Enrichment Director King, Interim Police Chief Cammock, Project
Development Manager Donovan, Public Works Director Bell
1. 2020 Budget Preparation – Review of Revenue Sources and Property Tax Levy: Mr. Volesky
presented the 2020 revenue estimates and projected 2020 property tax levy rate. There was
an extensive conversation between the Committee and Mr. Volesky ranging from ER&R
funding, banked capacity, 2020 revenue estimates, and budget priorities for 2020.
The Committee of the Whole was recessed at 6:53 p.m.
The Committee of the Whole was reconvened at 7:36 p.m.
The Committee requested additional time to review the budget materials provided to the
Council members. Requested Mr. Volesky review the estimated 2020 revenues to ensure
the projected 2020 budget revenues are as accurate as possible and to review the possibility
of adjusting the budgets to reflect TBD tax revenue surpluses and the state grant for
affordable housing secured by Development Services in 2020.
2. Miscellaneous – For the good of the order:
a. Potential Sale of City Property: Mr. Donovan discussed a potential sale of City property to
a group interested in establishing a Buddhist Temple in Mount Vernon and that the group
is willing to purchase a survey of the lot before discussing the sale.
b. HB 103 Grant Update: Mr. Phillips announced the City of Mount Vernon’s Development
Services department had secured a $129,000 grant from the State for affordable housing.
c. Confirmation on County Subarea Plan Budget: Mr. Phillips was able to confirm with the
county they had budgeted to do a subarea plan for the fairgrounds and surrounding area
in their 2020 budget.
d. Study Session for November 6th, 2019 – Councilmembers agreed to cancel the study
session scheduled for November 6th, 2019 to review the 2020 budget materials.
