Approval of Public Works Committee Minutes: Councilmember Moberg moved to approve the minutes from October 9, 2019; Seconded by Councilmember Molenaar; Carried by all. 2. Library Committee – Isaac Huffman Isaac showed a picture of the large orca whale currently being exhibited in the Library; the whale was recently donated by the Watershed Council. a) New Technology Isaac highlighted its next Virtual Reality headset which contains all sensors located in the headset itself and comes with hand controls. Additionally, updates to the network have made it better for more internet users than what most typical residential homes can offer. b) Techventure The library reviewed its program with the Mount Vernon School District and the advantages of working together to give workplace skills to teenagers. This is an afternoon program rotating between the two middle schools; this collaboration with the school district has had good attendance and participation and is helping the library learn to navigate the school system in order to better help their customers. c) Library Updates Isaac provided information on library events as follows:  The Day of the Dead included open art time for building masks and included about 50 participants.  Glow science had about 35-45 kids participating in glowing experiments. This occurred just prior to Halloween, so was a great lead in to Halloween safety.  The urban farming series has continued with classes on plants and animals that can be grown in your own yard. November 13, 2019, Public Works/Library Committee Minutes Page 1 of 4   Pure Nelida shared her story from Viva Farms as a wrap up to Latino Heritage month.  Storybook pumpkin patch was another event that recently took place with fun crafts and story book decorations. 3. Program Coordination Division – Blaine Chesterfield a) Asset Essentials Public Works staff discussed transitioning the city’s asset management system from Mobile311 to Asset Essentials. Mobile311 is becoming outdated and as such would still be supported, but would no longer be updated. Asset Essentials communicates well with other city department software and will include improved integration with the city’s Geographic Info System (GIS). The Dude Solution subscription agreement will be considered on tonight’s Council agenda. b) N 19th Street Culvert A sinkhole has been discovered over a stormwater culvert for Kulshan Creek under N 19th Street. The street division has made temporary repairs; however, staff is considering replacement and design options. The most likely outcome will be to daylight the creek at this location as permitting and replacing the culvert would be very costly. Staff will research and design a more permanent solution in house and work with the Department of Fish and Wildlife on permitting requirements to include stabilizing the banks. Staff has been in contact with adjacent property owners to inform them of the upcoming project. 4. Project Updates – Bill Bullock a) College Way Widening Under I-5 The I-5 ramp traffic signals have been completed and the old signal poles have been decommissioned. The ten foot bike/pedestrian sidewalk on the south side has been completed and all pedestrian traffic has been shifted to the south side for the duration of the waterline installation. Waterline is being installed as night work activity through November 27, 2019; Skagit PUD will make their connections the first week of December. The I-5 ramp rebuild (on the south side of College Way) is tentatively scheduled for the weekend of November 23-24, 2019; however, this work is weather dependent and may be rescheduled again as necessary. The I-5 ramp reconstruction will require three shifts of workers for an entire weekend. The ramp rebuild (on the north side of College Way) is projected to occur in January 2020 with the project expected to be complete in February 2020. b) 4th St N / Riverside BNSF Railroad Crossing Installation of the way-side horn system for this crossing is being coordinated with Burlington Northern Santa Fe (BNSF); anticipated for December. The BNSF at-grade crossings have been installed and curb, gutter, sidewalk, traffic lane striping and the final paving elements have all been completed. Traffic symbols and stop bars will be November 13, 2019, Public Works/Library Committee Minutes Page 2 of 4  installed after mid-December as pavement curing requires 21 days prior to thermoplastic installation. c) Cedardale Anderson Roundabout (2019 Street Improvements) The pavement overlay on the roundabout was completed last week as well as the textured/colored concrete for two of the four splitter islands. The Contractor plans to pour the textured/colored concrete for the remaining two splitter islands and the central island during the rest of this week. Temporary striping will be in place until the asphalt has cured for a minimum of 21 days. d) College Way / Riverside Drive Signal Upgrades Concrete on all sidewalk ramps is complete and pavement has been replaced at each ramp. Work will resume when all of the signal equipment is delivered including the flashing left turn signals. e) 2019 Sanitary and Storm Sewer Lining The Contractor should complete the remaining inspection videos this week or next week. 5. Public Works Director Comments – Esco Bell a) BNSF Mainline Floodwall Crossing The steel floodwall assembly that will be used across the mainline BNSF track has been designed and is now being fabricated. The City will continue working with BNSF to complete installation of the floodwall crossing in the upcoming months. 6. Traffic Safety Committee (TSC) Update – Esco Bell The last Traffic Safety Committee was on Tuesday, October 15, 2019. The next Traffic Safety Committee is on Tuesday, December 17, 2019. 7. Miscellaneous / For the Good of the Order 2020 Continued Budget Discussion by Mayor Boudreau and Finance Director Volesky a) Revenue Projections i) There was a lengthy discussion between the committee and Director Volesky regarding the 2019 actual revenues and 2020 budgeted revenues and the factors to consider when looking at the 2020 budgeted revenues for sales tax, utility taxes, telephone taxes, and facility rental revenues. (1) The meeting was recessed at 6:55 p.m. (2) The meeting was reconvened at 7:56 p.m. b) TBD and Fire Impact Fees i) Director Volesky and the committee discussed what these revenues could be used for and if there was any way to use these revenues to support projects in the Streets fund or toward the purchase of a fire exhaust capture system. November 13, 2019, Public Works/Library Committee Minutes Page 3 of 4  c) Medical Benefit Premium increase i) Director Volesky informed the committee the Medical Benefit Premium increase for the 2020 fiscal year will be 7% instead of the 8% estimated and the 2020 budget has been updated to reflect this. d) ER&R Fund i) There was a discussion with the committee, Director Volesky, and City Shop Manager Gary Owens regarding the assets that must be replaced in 2020, the assets whose useful lives can be extended and the need to build sufficient reserves for future asset replacement. e) Cost of Living Adjustment (COLA) i) Mayor Boudreau presented the committee with some resource materials followed by a discussion between the Mayor, Director Volesky, and the committee regarding the potential 2020 COLA for non-represented staff. f) EMS Revenues i) There was a discussion regarding 2019 actual EMS Revenues and 2020 budgeted EMS revenues resulting in a request from Councilmember Hulst for further research into the projected 2020 budget EMS revenues. g) Budget Change Impact Review i) Director Volesky presented a budget spreadsheet showing the impact of proposed budget changes resulting from the discussions and the impact those changes had on each funds reserves for 2020.
