Development Services Committee Meeting Novemb er 20 , 20 19 Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Hudson, Moberg and Molenaar Staff Members: Development Services – Lowell; Project Planner, Finance – Voleski, Finance Director, Fire – Chief Bryce, Attorney – Rogerson Minutes from October 16, 2019 were approved. Ms. Lowell handed out an updated Development Services work plan and Q3 work plan items related to the City’s strategic planning goals. 1. Affordable Housing Code Amendment Updates- Ms. Lowell reviewed the Affordable Housing Density Bonus code amendment and relayed that the 2nd open public hearing was held last night, November 19, 2019 with the Planning Commission. The Commission’s recommendation to City Council is to approve the code amendments. Ms. Lowell reviewed two new “Whereas” statements that were added to the ordinance and two additional changes; removal of the reduction in parking option and language for Sub Section.808 – Requirements for Rezones. Ms. Lowell discussed the housing work plan for 2020-2021 will include an economic study estimated at $70,000, affordable housing State grant in the amount of $125,000 and the Fairgrounds Sub-Area Plan estimated at $140,000. 2. HB1406 Sales Tax Discussion- Mayor Boudreau briefly discussed HB 1406 information. Mayor Boudreau requested a small committee of the Council to review and present back to the Council as a whole on how these funds should be used. Councilmembers Beaton, Brocksmith, Molenar agreed to serve on the committee. 3. 2020 Budget Brief Fire Chief Bryce presented information on revenue from ambulance transports since the City switched to QMC and he expects a better collection rate with QMC than was previously achieved. Mr. Voleski provided information on the 2020 Budget to be discussed at the Study Session following the Committee meeting. The meeting was adjourned at 7:00 p.m.
