Mount Vernon Finance Committee Parks & Enrichment Services Committee Minutes January 22nd, 2020 Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst, Moberg, Molenaar Staff present: Mayor Boudreau, Project Development Manager Donovan, City Attorney Rogerson, Finance Director Volesky, Parks & Enrichment Director King, Development Services Director Phillips, and Library Director Huffman Citizens present: 2 1) Minutes from the October 23rd, 2019 committee meeting were approved 2) Development Services presentation by Development Services Director Chris Phillips a) HB 1406 Sales Tax Discussion i) Director Phillips provided City Council with an overview of the Affordable Housing Local Sales Tax Authorization Bill. He stated that City Council is required to pass a “Resolution of Intent” to Levy the Tax Credit by January, 28, 2020. Finally, he discussed that the Tax Credit should generate approximately $46,000 per year. b) Affordable Housing Work Plan i) Director Phillips provided the City Council an overview of continued action City Staff would be completing in regards the ongoing Affordable Housing dialogue. He provided detail concerning each of the following attributes: Updated Economic Study to inform Mixed Use development in C2 and C-L areas; Department of Commerce State Grant Award ($100,000) for continued housing efforts; and, Mount Vernon County Fair Grounds and surrounding areas Sub-Area Plan(ning) efforts. He provided a succinct timeline for each of the 3 projects and answered Council questions. CM Brocksmith stated he would submit an email to fellow CM’s to discuss other affordable housing issues he was interested in pursuing via separate correspondence. City Staff will be informed via email or at the Feb DS Committee meeting of any changes/additions to the 2020 Work Plan. c) Council Retreat Discussion i) City Council decided to hold their annual retreat on 19 Feb 2020 from 5-9 PM. 3) Finance Department Update by Finance Director Doug Volesky a) Ballot Measure Cost Discussion i) Outlined the challenges of estimating the cost for ballot measures since it is dependent on the number of initiatives included on the ballot. Total costs are spread across all initiatives. ii) 2019 Annual voter registration costs were $79,657. b) 2019 Estimated Revenue Summary City of Mount Vernon Finance Committee January 22, 2020 i) Reviewed Total General Fund 2019 Revenues (1) Currently at $25,109,340, which is 2.68% lower than budgeted. ii) 2019 Revenues by Source performance (1) Reviewed Tax revenues came in at $20,758,000 which was 0.97% above budgeted expectations (2) Reviewed revenues for each fund; the notable under performers were Ambulance Services and Real Estate Excise Tax (REET) revenues. However, these were expected, due to the transition to a new collection service provider for the Ambulance Services and slower than expected Real Estate activity in 2019. 4) Parks and Enrichment Services Department Update by Parks and Enrichment Services Director Bill King a) 2019 Summary by Director King i) Provided a status update on the Parks and Enrichment Services Projects (1) Little Mountain Parks project on hold until April due to water run-off and drainage issues requiring additional engineering work. (2) Completed Bakerview Sidewalk & Roadway Project. (3) Reviewed trail work done in 2019. (4) Presented Facility Maintenance and Improvement projects completed in 2019. ii) Discussed the partnership with the YMCA and proposed changes for 2020. iii) Reviewed the Volunteer efforts impact on the Parks and Enrichment Services iv) Presented 2019 Facility Rentals, Program Participant, and Special Events numbers v) Provided an update on the City Work Program and the Youth Graffiti & Abatement Program b) 2020 Highlights i) Director King reviewed the 2020 Parks and Enrichment Services agenda.
