September 2, 2020 PUBLIC SAFETY COMMITTEE MEETING Attendees: Council Members and Chair Person Erin Moberg, Melissa Beaton, Mark Hulst, Mary Hudson, Richard Brocksmith, Gary Owens, Iris Carias City Representatives: Mayor Jill Boudreau, Police Chief Chris Cammock, Fire Chief Bryan Brice, Project Development Manager Peter Donovan, Finance Director Doug Volesky, Parks Director Jennifer Berner, Assistant Fire Chief Bryan Harris, Equipment Maintenance Supervisor Gary Owens • Called to Order: 6:00 PM • Order of Business: o Motion to approve meeting minutes from March  1st Councilmember Mark Hulst, 2nd Councilmember Mary Hudson  Motion Approved • Police Chief Chris Cammock provided in-depth presentation on the following items: o Police Hiring o Use of Force o 21st Century Police Overview  Police Accountability  Use of Force  Organizational Values o Presentation is recorded and will be available on the City website • Surplus plus of Rescue Unit o Fire Chief Bryan Brice presented current estimated value of apparatus. o Equipment and Maintenance Supervisor provided vehicle status and recommendations for selling of apparatus.  Council determined to try and sell the apparatus using an auction process.  Gary Owens will oversee this process. • Fire Infrastructure Projects o Chief Brice presented a second long term capital budgeting plan for consideration using GEMT grant funded revenue from emergency medical transports. o Discussion topics  Station Priorities  Confidence in the Ground Emergency Medical Transport (GEMT) reimbursements continuing.  Potential of council-manic bonding  Health and welfare of operations personnel  Current Medicare study for reimbursement  Finance Director Doug Volesky provided information on current interest rates for bonding is extremely low.  Dialogue of the main topic points will continue in future meetings o Fireworks Committee Update  Committee Chair Erin Moberg presented the selection of the fireworks committee, elaborated on purpose, and processes of the committee. o Good of the order  Parks Director Jennifer Berner presented items of art from the Arts Commission that they would like to donate to the City for placement. • The items will be placed on a future City Council Meeting Agenda for formal acceptance.  Council Member Richard Brocksmith inquired about the status of vehicle exhaust systems to be placed in fire stations, and would like an update for the next public safety committee meeting. o Meeting Adjourned: 8:00 PM
