Development Services Committee Meeting Sept emb er 21 , 20 20 Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Carias, Hudson, Hulst and Molenaar Staff Members: Development Services – Lowell; Project Planner and Phillips, Development Services Director Minutes from February 19, 2020 were approved. 1. Public Private Partnership Bob Stowe provided a Public-Private Partnership (PPP) update to City Council. The Mayor facilitated a discussion with Council on the opportunities and challenges of pursuing PPP which segued into a discussion of the Downtown Master Plan, Kincaid Sub Area Plan and Mount Vernon Commons project. 2. Mount Vernon Library Commons Mayor Boudreau provided an update on the Library Commons project. 3. Downtown Master Plan Review Director Phillips provided a brief that integrated goals, objectives and deliverables from 2008 Downtown and Waterfront Master Plan, 2008 Downtown Parking Study, 2010 Implementation Analysis on Downtown Redevelopment, 2017 Collins-Woerman Public-Private Partnership Study and the2018 South Kincaid Subarea Plan that included completed and ongoing efforts. Mayor and Council briefly discussed the ongoing efforts and how the Mount Vernon Library Commons project met a significant number of those ongoing efforts. 4. HB 1590 Mayor Boudreau presented and facilitated a discussion between Council on HB1590. This topic will be further discussed at a future DS Committee Meeting. 5. DS SmartGov Demo & Permitting Update Director Phillips facilitated SmartGov Portal orientation to Council. 6. Facility Renewal & COVID Update Director Phillips provided a Facility Renewal update on the Police Court Campus HVAC Unit Replacement and COVID material/facility update. 7. Commercial and Residential Project Update Senior Planner Rebecca Lowell provided an in-depth Commercial and Residential development update. 8. Renewal of Homeless Ordinances Senior Planner Rebecca Lowell provided an update on the reasoning for renewing the City’s Homeless Ordinances due to COVID-19. The meeting was adjourned at 8:35 p.m.
