Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst, and Morales
Staff present: Mayor Boudreau, City Attorney Rogerson, Project Development Manager
Donovan, Police Chief Cammock, Finance Director Volesky, and Parks & Enrichment Director
Citizens present: 0
• Approval of meeting minutes from March 24, 2021
o After Council discussion on the Committee Agenda Request process the Council
Approved as amended.
• Approval of meeting minutes from April 28, 2021
o Approved.
1. Finance Update
Finance Director Doug Volesky gave an update on the following:
• 2020 Audit – discussed the process and scheduled to begin June 1, 2021.
• Local Fiscal Recovery Funds (ARPA) Update
o City’s allocation is $9,053,048. Received half or $4,526,524 already.
o Guidance is now out, and the City is reviewing the guidance and developing a
spending plan for the funds.
• OpenGov Budgeting Software
o City is interested in purchasing budgeting and reporting software.
o Discussed the features and benefits.
• 2021 Revenue Update on a few of the City’s main revenue sources – collected thru May.
o Sales Tax – $3,466,049 or 47% of the budgeted annual amount.
o Traffic Benefit District (TBD) – $813,791 or 51% of the budgeted annual amount.
o Real Estate Excise Tax (REET) - $852,234 or 61% of the budgeted annual amount.
2. Parks and Enrichment Services Update
Parks and Enrichment Services Director Jennifer Berner gave an update on the following:
• Arts Commission – City Flag or Banner

o Commissioners discussing designing a City Flag or designing banner(s) for the
street poles downtown.
o Further discussion is needed on funding, criteria for flag/banner, call for artist or
community contest?
• Park Mapping Project
o Parks Dept. is working with GIS staff to develop digitized maps of our parks and
trails.
• Return of Recreation Programming/Events
o Of the 14 sports camps offered 7 are at capacity enrollment with a total of 210
children enrolled, Soccer League has 145 enrolled.
• Staffing Updates – 2 new Parks Maintenance Workers start June 1st.
The Committee meeting recessed for the City Council meeting at 6:55 p.m.
The Committee meeting reconvened at 8:20 p.m.
3. Development Services Update
Development Services Director Chris Phillips gave an update on the following:
• Commercial and Residential Project Updates
o Staff summarized the 7 multi-family developments (total of 146 mf units) that
are in the permitting process or have been built this year.
o Staff also provided details on 8 commercial developments and 2 subdivisions.
• Shoreline Master Plan Update
o Staff provided an overview of the Shoreline Master Plan update the City is
required to complete this year.
o This update is required by State law.
o Staff explained shoreline regulations in general and provided a schedule of work
to be completed in 2021.
