Development Services Committee July 21, 2021 Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Carias, Hudson, Hulst, Molenaar, Morales Staff Members: Development Services – Phillips, Mayor’s Office – Peter 1. Approval of June 16, 2021 minutes. 2. Design Standards Review: Principal Planner Rebecca Lowell provided a historical overview of Design Standards. A robust discussion ensued around open space requirements and the differences between “Design Review Board” and “Design Review” actions/procedures/Residential (SFR/MFR) vs Commercial development consideration. CM’s requested more information on open space requirements, alternatives from adjacent/similar communities and draft language changes. 3. MFR/SFR Actual Dwelling Units created versus Comprehensive Plan Estimates: Principal Planner Rebecca Lowell presented a very brief PPT slideshow that provided the cause and effect of previously instituted Council legislation on the production of market and affordable housing units currently in the production and permitting pipeline. 4. HB 1590: Mayor Boudreau presented information concerning this legislation and Council briefly discussed the bill. Action on this item was tabled. 5. ARPA Funding Discussion: Mayor Boudreau presented a variety of project funding opportunities. The Council discussed each of the items and agreed with Mayor on the Phase 1 funding strategy that will be presented at the next City Council meeting. 6. Federal Government Relations Proposal: Mayor Boudreau discussed the merits of contracting a Federal/State Government Relations professional that would inform and act on the City’s behalf in Olympia and Washington D.C. on legislative matters that concern the City and advocate on our behalf.
