Development Services Committee August 18, 2021 Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Carias, Hudson, Hulst, Morales Staff Members: Development Services – Phillips, Lowell Mayor’s Office – Peter 1. Approval of July 18, 2021 minutes. 2. Horizontal/Vertical Mixed-Use Discussion: Principal Planner Rebecca Lowell presented a very brief PPT slideshow that provided the cause and effect of current and proposed changes to MVMC C-3 Mixed Use code. Council discussed the topic for a significant period and requested City Staff return @ the next meeting to present information on C-3 Designated properties, provide examples utilizing subsidized housing % options and corresponding proposed code language alternatives. 3. Shoreline Master Plan Update: Principal Planner Rebecca Lowell highlighted the significant SMP changes and provided a SMP progress report that included decisive dates for the Planning Commission and City Council briefings. The Planning Commission received their first brief on 17 Aug 2021. 4. Library Commons Proposed Zoning Code Discussion: Principal Planner Rebecca Lowell provided draft code language for Public Zoned property located within the Historic Downtown Zone. The suggested language is in-line with code language that currently exists in the C-1a and C-1c zones. Additionally, it provides broad language that accommodates vertical parking solutions.
