Development Services Committee September 15, 2021 Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Carias, Hudson, Hulst, Molenaar, Morales Staff Members: Development Services – Phillips, Lowell Mayor’s Office – Peter 1. Approval of August 18, 2021 minutes. 2. Horizontal/Vertical Mixed-Use Discussion: Principal Planner Rebecca Lowell presented an update that provided examples utilizing subsidized housing % options and corresponding proposed code language alternatives. She stated she would email CM’s the C-3 zone map, Affordable Housing website link and provide the Waterfront Property Zoning Designation. 3. Shoreline Master Plan Update: Principal Planner Rebecca Lowell provided an SMP update and planned Planning and City Council meetings. 4. Skagit PUD Customer Assistance Program: Peter Donovan provided clarifying responses to previously requested Council questions. Additional Council updates will be required that will outline funding strategy and specific programmatic considerations. 5. Library Commons 100% Design Review: Mayor Boudreau provided brief on Library Commons project and alternative funding strategies. 6. Skagit Realtor Easement Request: City Attorney provided a briefing on the Old Banner Bank located across from City Hall to explore various land use options regarding a previous easement for the property. More information will be provided at a later undetermined date in Executive Session. Meeting adjourned at 746 PM.
