Development Services Committee October 20, 2021 Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Carias, Hudson, Hulst, Molenaar, Morales Staff Members: Development Services – Phillips, Lowell, Marker; Finance – Volesky; Mayor’s Office – Donovan; Other Departments were represented by Directors and Division Supervisors for 2022 Budget Discussions 1. Approval of September 15, 2021 minutes. 2. Shoreline Master Plan Update: Principal Planner Rebecca Lowell provided an SMP update and planned Planning and City Council meetings. 3. Miscellaneous Code Amendments: Principal Planner Rebecca Lowell provided an overview of Code Amendment changes recommended by FEMA as part of the Community Assistance Visit (this program directly affects Mount Vernon Flood Insurance premiums), Council directed Code Amendments related to horizontal mixed use and its direct effect on other parts of the MVMC. She mentioned that there will be two additional opportunities for City Council input prior to voting on implementation. 4. Noise Ordinance Overview: Code Enforcement Officer Mike Marker provided an overview of the MVMC Noise Ordinance. He provided notional work flows that incorporated MVPD and his office when responding to or addressing community noise concerns. CM Hudson discussed a resident concern with fellow members of the Council for consideration of possible amended Noise Code language. CM Carias requested staff to research any options that could reduce or mitigate BNSF train horn noise during late night hours. 5. ER&R Discussion: Finance Director Doug Volesky led a discussion on the state of the ER&R fund. Council discussed funding options. 6. 2022 Budget Discussion: Mayor Boudreau and Council continued 2022 budget discussions. Meeting convened from 6 PM, adjourned at 7 PM for a Council Executive Session and reconvened at 745 PM and readjourned at 923PM.
