Mount Vernon Finance Committee Parks & Enrichment Services Committee Minutes October 27, 2021 Councilmember Hudson called the meeting to order at 6:00 p.m. Present: Mayor Boudreau, Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst, Molenaar and Morales 1. Meeting minutes from September 22, 2021, were approved. 2. Parks and Enrichment Services Update Parks and Enrichment Services Director gave an update on the following: a. Volunteer Projects i. There were two volunteer projects this past weekend, one at 6th Street Park and one at Hillcrest Park. 1. 6th Street Park had 13 people participate in raking up the leaves at the park! There were several middle-school and high-school age youth who participated as well as adults from the community. 2. Hillcrest park had six Rotary Club members help spread mulch along the Story Walk trail. It was very successful! b. Sherman Anderson Baseball Field Use Information i. Staff was asked to provide information on the use of Sherman Anderson Baseball Field. The field is open for use starting approximately mid-February through approximately the end of October, weather dictates use. ii. There are several users of the field, most of the use coming from local youth baseball organizations. Most frequent use is from the Mount Vernon High School Baseball Team (Varsity and Jr. Varsity), Junior Legion/Riverdogs Baseball Club, Babe Ruth, and GSL Tournaments for middle school and high school age. iii. Northwest Washington Baseball League rents the field for adult league play June through October. iv. The field is shut down for rentals for 2 weeks in August to accommodate the Skagit County Fair. v. Staff believes the use of Sherman Anderson Baseball field is meeting an active recreation need within the community. It is a very sought-after facility for baseball games. 3. Finance Update Finance Director Doug Volesky gave an update on the following: a. Fourth amendment to the Jail Facility Use Agreement i. Doug presented an amendment that will be presented to Council on October 27th to the current Jail Facility Use Agreement with Skagit County and the Cities of Mount Vernon, Burlington, Anacortes, and Sedro-Woolley. ii. This amendment will adjust the timing and communication of required additional payments by the City Partner Cities to better fit with both City and County budget and cash flow needs. b. 2021 Major Revenue Update – Thru October i. Sales Tax – collected almost $7.4M or $890K over last year at this time. ii. Transportation Benefit District (TBD) – collected over $1.7M or $200K over last year at this time. iii. REET I&II – collected over $1.7M or $405K over last year at this time. c. 2022 Budget Discussion - continued i. Review and status of the 2022 Budget Calendar. ii. Council and City Staff continued discussions on the 2022 Preliminary Budget. iii. At the following Council meeting there will be: 1. A Public Hearing on 2022 projected revenue sources and to discuss setting the 2022 property taxes, and 2. A Public Hearing on the 2022 City Budget 4. Miscellaneous, for the good of the order None.
