CITY OF MOUNT VERNON PUBLIC SAFETY COMMITTEE MEETING MINUTES November 3, 2021 6:00 p.m. (Police Court Campus) Attendees: Council Members: Chair Person Mark Hulst, Melissa Beaton, Richard Brocksmith, Mary Hudson, Gary Molenaar, Juan Morales City Representatives: Mayor Jill Boudreau, Police Chief Chris Cammock, Fire Chief Bryan Brice, Project Development Manager Peter Donovan, Lieutenant Mikel Moore, Assistant Fire Chief Bryan Harris, Fire Nurse Educator Morgan Hendricks, Outreach Coordinator Erin von Fempe, Sergeant Ben Green, Officer Chantel VanDyk Approval of Minutes: • Motions to approve meeting minutes from October 6, 2021. • 1st Councilmember Beaton, 2nd Councilmember Hudson • Minutes adopted. Chief Chris Cammock Integrated Outreach Services (IOS) L.E.A.D. Model proposal • Police Chief Cammock introduced the presentation and thanked all those who assisted. • Lieutenant Moore gave a brief history of outreach services in the area and what impacts our Outreach Coordinator has had over the past 4.5 years. • Outreach Coordinator von Fempe explained challenges of getting clients connected to the services that they require. o Appointments that are missed o Trying to locate the client for appointments o Clients not realizing that they need help o Some clients don’t qualify for assistance o Limited amount of behavioral health professionals in the area o Long wait times (weeks or months) • Sergeant Green presented what current outreach services look like in other areas. o Explained the different types of models  Code Responder – Team of law enforcement and a social worker  Paramedicine – Paramedics that respond to calls on their own  Independent Responder – Social worker without law enforcement o Gave an explanation of the traditional LEAD program  LEAD can be customizable for needs in the area • Chief Cammock explained the goal to provide a new public response capability o Program goals for our area  Change capacity and capability for MVPD • Provide non-police personnel  Provide outreach services specialists intensive case management support to offer wrap around services  Public safety effectively providing behavioral health services towards a longer-term goal of transitioning these to the behavioral health system  The integrated model shown will help with the load from law enforcement, fire department, and EMT services • Outreach Coordinator Von Fempe outlined the IOS positions o Supervisor o Outreach Specialists (2) o Case Managers (2) o Nurse Practitioner (will be shared with the Fire Department) • Fire Chief Brice provided an explanation of benefits to having a nurse practitioner versus a paramedic in this situation. • Fire Nurse Educator Hendricks showed statistics from 2020 and how a nurse practitioner would have been beneficial. • Chief Cammock broke down the costs and the funding plan for the program • Chairman Hulst welcomed questions to the councilmembers regarding the IOS program o Many councilmembers stated that it was a thorough presentation and thanked those who helped to put the program together o Mayor Boudreau noted that the city would be looking at funding this for three years while things stabilize and the state puts forth programs to assist with these issues. • Good of the Order o Nothing at this time • Meeting Adjourned: 7:21 PM
