Public Works/Library Committee Meeting November 10, 2021, 6:00 pm Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Carías, Morales, Molenaar Staff Members: Public Works – Phillips, Chesterfield, Bullock; Library Director – Huffman; City Attorney – Rogerson; Project Development Manager – Donovan; Finance Director Volesky. 1. Approval of Public Works Committee Minutes: Councilmember Beaton moved to approve the minutes from October 13, 2021; Seconded by Councilmember Carias; Carried by all. 2. Program Coordination Division Updates – Blaine Chesterfield Blaine discussed the On-Call Environmental Services agreement with Cowling & Co LLC which will be a 4-Year agreement not to exceed $120,000, and the Skagit Conservation District Education and Outreach agreement to assist the City in the implementation of the municipal stormwater permit which will be a 3-year agreement not to exceed $74,370. Both agreements were presented to council following the committee meeting. Washington Conservation Corp was in town the week of October 17 th and again this week working on detention ponds. There may be more available opportunity to have them work on more ponds later this year or early next year. The City continues to work with Burlington Northern Santa Fe railroad to complete the mainline floodwall crossing. Street crews placed rebar and framed the pad on November 3 rd and poured the pad on November 8th. The remaining steel supports, braces, stoplogs, and one storage container still need to be purchased. Council received an update on city maintained stormwater pump stations. 3. Project Updates – Bill Bullock Bill Bullock discussed the combined sewer overflow flow monitoring contract and the Behrens-Millett Road no parking ordinance. Both agreements were presented to council following the committee meeting. Public Works will be pursuing a feasibly study within the next year with the focus on practical opportunities for removing stormwater from the combined sewer system. It is estimated that separating the stormwater on the hill west of the hospital and high school can reduce flow into the treatment plant up to five million gallons per day. November 10, 2021, Public Works/Library Committee Minutes Page 1 of 2  The contractor on the Freeway Drive project installed the bulk of the new storm water piping between Cameron Way and River Bend Road and will be continuing past Blade Chevrolet and the PUD in the coming weeks. 4. Library Updates – Isaac Huffman Isaac discussed a few evolving areas of the library commons project including design refinements, review of internal presentation, sightlines and use, and review of lighting & challenges. A briefing of the outreach updates was provided on school visits, community events, and residentiary facility outreach, along with staffing updates and the continuity between in building and out of building experiences. Highlights were provided on the circulating Lego kits, the return of story-time, boost kits, crafting activities, and holiday window painting. 5. Miscellaneous / For the Good of the Order Mayor Boudreau reviewed the Council calendar through January 5, 2022. The meeting adjourned at 6:55 pm.
