Development Services Committee January 19, 2022 Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Carias, Hulst, Molenaar, and Morales Staff Members: Development Services – Phillips, Lowell; Mayor’s Office – Donovan; Finance – Volesky 1. Approval of Dec 15, 2021 minutes. 2. Solid Waste Rate Study - Continued: Chris Bell provided an updated Solid Waste Rate Study brief taking into consideration City Council comments from the previous Council presentation. City Council requested a 4-year and 5-year Solid Waste Rate comparison which included the following planning factors: Senior Discount, 17% Fund Balance at year 4 or year 5, Commercial and Residential 65/95 gal cart rates remain constant. Solid Waste Rate Study comparison will be presented at the 09 Feb 2022 PW Committee meeting. 3. GMA Legislative Authorities and Docket Review: Rebecca Lowell provided an overview of WA State GMA law and the Docket process. She mentioned the docket items will be discussed at the next two Development Services Committee meetings with a Council vote required by 30 March 2022. 4. Housing Element Discussion: CM Beaton facilitated a discussion on Housing Element and 2022/23 Housing Action Plan. Discussion items centered on Commercial and Residential economic growth and their impacts on Property and Sales Tax revenue; BERK Economic Study Update and its impact on economic development, mixed-use development opportunities, and growing the “urban core”; non-profit organizations impact on affordable housing; pre-development grant funding (Skagit County); Sign Code; Clearing Ordinance; Design Standard review; Downtown Design Review Board function; and horizontal & vertical mixed use code updates. City Council agreed that Dawn Couch from BERK should continue facilitating Housing Action Plan initiatives that will influence the 2022/23 Housing Action Plan and Development Services Docket/Work Plan.
