Approval of the November 3, 2021 minutes. 2. BERK Housing Work Plan Brief: Dawn Couch from BERK Associates continued the Housing Work Plan discussion. After a brief review of the previous sessions, Dawn facilitated a discussion of potential topic areas as they related to the 2016 Comprehensive Plan Housing Element. Council will continue their dialogue on February 16, 2022 on the following: • Strengthening Code Enforcement actions o Parking o Ground Maintenance o General property aesthetics • Technical and Financial Assistance to increase the safety, quality and preservation of existing dwellings o Weatherization o Maintenance o Energy efficiency o Rental/Owner housing o Funding strategies o Partnering strategies  Non-governmental organization  Private organizations  Public organizations • Economic Study deliverables o Mixed Use o Code Recommendations o Any prework that may be applicable • Affordable Housing o Incorporating 60% AMI initiatives o Incorporating Financial incentives for MFR  MFR Tax Credits o 2020 House Bill funding options  Redevelopment  Preservation efforts  o Partnering efforts with:  Habitat for Humanity  Home Trust of Skagit Valley  Other Community organizations o Housing for Vulnerable Populations  Adult Family Housing alternatives/needs analysis  Special Needs Housing alternatives/needs analysis  Senior Housing alternatives • Catholic Community Services partnering • Salem Lutheran partnering • Service provider coordination and partnering • Development Community coordination and partnering  Work Force Housing • Better understanding of community needs • Identifying Community partners • Migrant Farmworker Family Housing  Housing Unit types • Singles (studio) vs family (multi-bedroom) • Identify the need Additional dialogue between members included the future requirement for adaptive management techniques to include data analysis, goals that can be measured by metrics and a means to transparently display information to the public. 3. Fire Department Update: Assistant Fire Chief Bryan Harris presented a grant opportunity for bunker gear storage related to an L&I program. Fire is also applying for an Assistance to Firefighters Grant for the alerting system for the station remodel project. City Council recommended pursuing the grant and update them at the appropriate time. 4. Police Department Update: Chief Cammock provided an update on the Integrated Outreach Services Program and responded to a few Councilmember questions. Additionally, he reviewed his interaction with local elected state representatives concerning the impacts of the 2021 Police Reform Bills and the continued dialogue on a variety of Bill updates for the 2022 Legislative Session. 5. Voting Rights Update: Peter Donovan presented an overview of how the 2020 Census data will be utilized/incorporated in Voting Rights work that was modeled/completed in 2018. The new census data may inform redistricting options for Council to consider. Council directed to continue the remodeling effort and report back to Council in April/May 2022 when complete to discuss future Councilmanic action. Meeting adjourned at 725 PM.
