Public Works/Library Committee Meeting February 9, 2022, 6:00 pm Attendees Present: Council Members: Beaton, Brocksmith, Carias, Hudson, Hulst, Morales, Molenaar Staff Members: Public Works – Phillips, Bullock, Chesterfield, Hanson; Project Development Manager – Donovan; City Attorney – Rogerson; Finance Director – Volesky 1. Approval of Public Works Committee Minutes: Councilmember Beaton moved to approve the minutes from January 12, 2022; Seconded by Councilmember Hulst; Carried by all. 2. Program Coordination Division – Blaine Chesterfield The city has been awarded a 2021-2023 Stormwater Capacity grant of $50,000 dollars from the Washington State Department of Ecology to be used for the National Pollutant Discharge Elimination System permit implementation. The agreement is on tonight’s council agenda. Council was informed about stormwater municipal codes that need to be updated to comply with the stormwater municipal permit. 3. Project Updates – Bill Bullock Public Works will be bringing two proposed Professional Services Agreement Amendments forward for Council approval. One for the Hoag/Laventure Signal Project and the other for the 4th Street / Riverside Drive RR Crossing Project. City Engineer Bullock provided an update for the planned streets to overlay in the 2022 construction season; they include 18th Street from College Way to Fir Street, Division Street from Cedarwood to Big Lake Road, the 35th Street neighborhood, and Anderson Road from Old 99 to I-5. 4. Public Works Director Comments – Chris Phillips Director Phillips explained Mount Vernon has an interlocal agreement that incorporates cities and towns into its Solid Waste Management Plan. The plan was amended in July 2021 with a Contamination Reduction and Outreach Plan (CROP). The city needs to approve the amended plan in order to remain in compliance. This will be brought to the next Council meeting for approval. Solid Waste Rate Study: City Council agreed to implement the 4-year Solid Waste Rate Study option and bring the topic to the next City Council Meeting.
