Public Safety Committee Meeting March 2, 2022 Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Carias, Hudson, Morales Staff Members: Fire-Bryan Brice, Bryan Harris; Police- Chris Cammock; Finance-Doug Volesky • Called to Order: 6:02 PM • Minutes Approval: Motion to approve February minutes; Beaton, 2nd Carias o Motion Approved • Fire o Apparatus update  Sale of two older ambulances from fire apparatus inventory • 1993 Ford $17,500 • 2006 International $44,000  Funds for the sale of the vehicles will go into the City general fund o Amended EMS service contract  The contract has been amended to add video laryngoscopes to be purchased by Skagit County EMS  Amended contract will be presented to council at an upcoming meeting for recommended adoption and approval o Fire Station Remodel Update  Staff is in the process of drafting an agreement with KBA for construction management  KBA was determined to be the best responsive firm  Contract agreement will be brought to council next week, the estimated cost is $600,000 for both stations • Police o 2021 Highlights  Time of day service calls review • 23,046 calls for service, 6% increase over previous year • City census population approximately 35,500 • Population vs. calls up Population increase 11% calls increase 8%  Review of new employees  Review of testing and process for hiring  Front lobby remodel  Two promotions; 1 Lieutenant and 1 Sergeant  Implementation of bar-coding evidence  Outreach services planning group  Addressing decay, disorder, and crime at Edgewater Park  Best Western on West College Way  Police reform and impacts of legislation  Body worn cameras o Looking Ahead 2022  Calls for service currently up 17.5%  Integrated Outreach Services LEAD • Moving into implementation  New hires: Lateral Officer and Sergeant  Command Vehicle, still working on joint effort with fire  Interviewing candidates for drug task force  Special Operations Sergeant filled  Facility renewal projects • MVPD station parking lot area  Recruiting and hiring for vacant positions • Five officers • Four social workers o On the Horizon  Changing public policy around policing  Changing offender attributes  Aging K-9 and replacement  Downtown redevelopment  Technology task force  Crime analysis • Old Business o Continued discussion on Bills 1406 and 1509 • Meeting Adjourned: 8:28 PM
