CITY COUNCIL DEVELOPMENT SERVICES COMMITTEE MINUTES JUN 15, 2022 The meeting was called to order by Councilmember (CM) Beaton at 6:00 p.m. PRESENT: CMs Brocksmith, Beaton, Carías, Hudson, Hulst, Morales and Molenaar STAFF PRESENT: DS Director Phillips, Finance Director Volesky, Parks Director Berner and Project Development Manager Donovan CITIZENS PRESENT: A. Approval of May 18, 2022 Meeting Minutes CM Hudson moved to approve the April 20, 2022 meeting minutes. Motion seconded by CM Molenaar. Motion carried 7-0. B. Permit/Project Updates – DS Director Phillips DS Director Phillips presented project updates on the following: LaVenture Middle School, South Mount Vernon Business Park expansion (located South of Blackburn Road) and recommended MVMC change to amend the marijuana regulations to reduce the distance between these uses and public transit centers from 1,000 feet to 500 feet. C. Library Commons Permit Project Update – DS Director Phillips DS Director Phillips presented project updates on the following non-City issued permits: NEPA, NPDES, Electrical, Waterline and Skagit Health Department & the following City issued permits: SEPA, Master Plan, Design Review, Traffic Concurrency, Commercial Building and Fill/Grade. Pending no unforeseen issues, the city issued permits should be completed by mid-July 2022. D. PSE Community Solar Update – Mayor Boudreau Mayor Boudreau provided an update on the PSE Community Solar program regarding integration into Library Commons project. E. Proposed Land Donation – Parks Director Berner Parks Director Berner provided the pros and cons of a proposed land donation for property located at 401 South La Venture Road. Council appreciated the brief and requested Director Berner notify the landowner that Council was not interested in the land donation at this time. F. Eco-friendly 4th of July – Parks Director Berner Parks Director Berner provided a brief on three Eco-friendly 4th of July celebration options. Council appreciated the brief and desired to discuss these alternatives for consideration in 2023.
