Mount Vernon Finance Committee Parks & Enrichment Services Committee Minutes June 22, 2022 Councilmember Hudson called the meeting to order at 6:00 p.m. Present: Councilmembers Hudson, Hulst, Molenaar and Morales 1. Meeting minutes from May 25, 2022, were approved. 2. Finance – Doug Volesky a. Bonding 101 i. In preparation for the bonding for the Fire Department Remodel projects, Dave Trageser from D.A.Davidson, which is the City’s financial advisor for financial bonding, gave a Bonding 101 presentation. He discussed: 1. Types of Bonds 2. Public Bond Sale vs. Private Placement 3. Planning and Bond Ratings 4. History and current market trends, and 5. The timeline for the Fire bonding b. 2021 State Auditor’s Office Audit i. Doug provided information regarding the current State Auditor’s Office Audit which included: 1. The audit process 2. Types of Audits 3. Timeline for the 2021 audit which is scheduled to be complete by mid-July. c. 2021 Financial Report i. The Unaudited 2021 Annual Financial Report was presented to Council then Doug gave a brief update and demo on the 2021 budget to actuals financial information using the new OpenGov Financial reporting system. 3. Parks and Enrichment Services – Jennifer Berner a. City Work Program Update i. Staff is working on revising the policies and procedures ii. Goal is to have program operational mid to late July b. Summer Events & Programs i. 21 Skyhawks Sports Camps offered this summer all have met minimum registration numbers and 10 are at maximum capacity ii. 6 Sessions of New Outdoor Nature Camps for 5 – 12-year-olds – Most popular camp theme is Wilderness Survival Skills iii. Little Kickers Soccer League is at maximum capacity with a total of 230 kids registered iv. Rec On-the-Go is a new mobile recreation program for youth. Will visit multiple parks and apartment complex sites this summer. v. New - Supervised Playground Program will occur at Bakerview Park and Edgewater Park this summer. Themed activities Monday – Thursdays c. Graffiti/Vandalism Reporting i. Once aware of the graffiti/vandalism on City property attend to immediately ii. Report to police for tracking and case number and parks creates a work order to track time and materials d. Sherman Anderson Backstop Project Update i. Approval of contract to TRICO Companies ii. Steel poles with 15-foot outriggers iii. On-site mid to late August 4. Miscellaneous, for the good of the order a. Peter Donovan informed Council that when the Welcome Home group emailed Council with a request to include pets in the City’s Safe Parking Ordinance; the group was interpreting the incorrect MVMC.
