Public Works/Library Committee Meeting September 14, 2022, 6:00 pm Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Carias, Hudson, Hulst, Molenaar, Morales Staff Members: Public Works – Bullock, Chesterfield, Phillips; City Attorney – Rogerson; Library Director – Huffman; Special Projects Manager – Donovan 1. Approval of Public Works/Library Committee Meeting Minutes: Councilmember Beaton moved to approve the minutes from August 10, 2022; Seconded by Councilmember Hulst; Carried by all. 2. Program Coordination Division Updates – Blaine Chesterfield Six new log aligners were installed beginning on August 16, 2022. The locations of the new aligners were based upon the 2021 flood event and will improve performance and reduce damage to the log boom. The duck bill check valve at the Hoag Road pump station, damaged in the 2021 flood event, was replaced on August 30, 2022, with a CheckMate inline backflow valve. The floodwall components for the Mount Vernon Terminal Railroad and Burlington Northern Santa Fe mainline are being manufactured now and are estimated to arrive in September or early October. In anticipation of the components, a new stoplog storage container has been purchased and will be modified to store the new parts. The Freeway Drive forcemain outfall was completed on September 8, 2022. This project upsized the outfall from an old 10” corrugated metal pipe to a 24” high density polyethylene pipe. Staff anticipates adding a professional services agreement with Tower Engineering Company to the September 28, 2022, council agenda. The agreement is to prepare plans and specifications to conduct repairs on the Stokely Tower. Staff expects an upcoming professional services agreement with Gunnerson Consulting in the amount of $15,000 to continue contracting for communication tower services. A professional services agreement with Associated Earth Sciences, Inc., is anticipated to be on the September 28, 2022, council agenda for well installation and one year of slope stability monitoring on the Skagit Highlands pond where some cracking was detected; estimated costs for the contract are $65,100. Project Updates – Bill Bullock A bid to conduct repairs to the retaining wall on Alpine Way was advertised on September 2, 2022; bid opening is scheduled for September 23, 2022. The engineer’s estimate is $40,000 to $60,000 and the project has an estimated construction start date of October 24, 2022. The bid for the Hoag/Laventure Intersection Improvements project is expected to be advertised the first week of January 2023. The annual street improvement (overlay) project will include an up to date concrete contract coming out this fall; the paving contract should be out to bid in January 2023. TranTech Engineering has begun working on plans, specifications, and engineering for Riverside Drive Improvements. David Evans & Associates is working on plans, specifications, and engineering for 30th Street Improvements. A National Oceanic and Atmospheric Administration (NOAA) grant application for these improvements was submitted in August 2022 and a Department of Ecology grant application will be submitted in October 2022. 4. Library Updates – Isaac Huffman Director Huffman noted the library lighting project has wrapped up; images were shown of the new library lights. Updates were provided on summer reading, the wellness fair, library garden beds, and the new take home kits. The next steps for the Mount Vernon Library Commons (MVLC) project were highlighted, including the groundbreaking, scheduled for September 17, 2022. 5. Miscellaneous / For the Good of the Order Director Phillips provided a MVLC construction parking and traffic lane closure and signage plan update. Mayor Boudreau provided a HUD/CDBG update and a briefing on the MVLC Groundbreaking Ceremony.
