Councilmember Hudson called the meeting to order at 6:00 p.m.
Present: Councilmembers – Brocksmith, Carías, Hudson, Hulst, Molenaar, and Morales
1. Meeting minutes from August 24, 2022, were approved.
2. Finance – Doug Volesky
a. 2023 Budget
i. First reviewed current year revenue projections for sales tax, TBD and REET
and they are all still coming in strong.
ii. Doug also reviewed the 2023 budget calendar and as scheduled reviewed the
2023 revenue estimates with Council including going over the revenue policy
as well as the sources for revenue estimations.
iii. Overall, revenues are fairly consistent with current year revenues. The major
increase in overall revenues is due to the funding coming in for the Library
Commons Project estimated to be received in 2023.
iv. Discussion on how Council would like to view the 2023 budget now that they
can review all online with the new budgeting software.
v. Lastly discussed alternate funding options utilizing the State Department of
Treasurer’s capital loan program for the Library Commons Project.
3. Parks and Enrichment Services – Jennifer Berner
a. Sherman Anderson Backstop Project
i. Staff and TRICO worked through engineering concerns regarding the 65 ft.
steel poles that will have 15 ft. outriggers attached on top.
ii. A different type of footing is being recommended due to the potential for
high ground water and load considerations
iii. The footing change increased the cost of the budget by $29,788. This
increase is covered through the current parks CIP funds.
b. Little Mountain Trail Closure
i. The Bonnie and Clyde Trail that has been closed since last November if
OPEN!
ii. PSE and Potelco replaced two poles and moved the lines (Comcast, Ziply,
City) on the upper pole by the parking lot
iii. Comcast moved their line on the lower pole, which allowed the City to open
the Bonnie and Clyde Trail.
iv. Ziply and City still need to move the last two lines on the lower pole. City
cannot move our line until Ziply moves theirs. Staff is working with Ziply and
hopes to have the line moved sometime next week.
v. Once the last two lines are moved the old pole will need to be removed.
c. Review of Summer Programs
i. There was a combination of 22 sports camps and nature camps offered this
summer with a total of 423 kids participating
ii. 7 weeks of free, drop-in Recreation programming was offered at a variety of
locations throughout the summer with a total of 925 youth participating
iii. 6 Family Fun Nights were offered at Edgewater Park with 100 or more people
coming out to each event.
iv. 3 Drive-In Movies, 4th of July Event, Youth Arts Festival were great successes.
4. Miscellaneous, for the good of the order
a. None.
