CITY OF MOUNT VERNON PUBLIC SAFETY COMMITTEE MEETING MINUTES October 5, 2022 6:00 p.m. (Police Court Campus) Attendees Council Members: Melissa Beaton, Richard Brocksmith, Iris Carias, Mary Hudson, Gary Molenaar, Juan Morales City Representatives: Mayor Jill Boudreau, Police Chief Chris Cammock, Fire Chief Bryan Brice, Project Development Manager Peter Donovan, Finance Director Doug Volesky, Library Director Isaac Huffman, Finance Manager Chase Kinney, MVPD Administrative Assistant Katherine Hall Invited Speakers: Michael Serrano from KBA via Zoom Called to Order: 6:00 PM Order of Business: Motions to approve meeting minutes from September 7, 2022. 1st Councilmember Morales, 2nd Councilmember Hudson. Minutes adopted. Councilmember Beaton noted that Councilmember Hulst was excused from tonight’s meeting. Fire Station 3 update: Fire Chief Bryan Brice presented a project update along with Michael Serrano from KBA who joined the meeting via Zoom o Construction/demolition has been progressing well. Photos were shown of the progress  All demolitions have been completed including demolitions of the interior  Roofings for apparatus bay had been removed.  New slab foundation formed  New plumbing on the south expansion  New underground power conduit under the east expansion  New trench drain has been put in  o While doing demo, some issues were discovered:  The existing roof trusses are not bearing directly on the metal hangers. There are shims and plywood there to fill the gaps.  The shear wall is not aligned.  The electrical power is not in the location shown in the plans.  There is a low spot in the drainpipe.  Found water damage to the plywood and roof sheathing and trusses  Cracks in the concrete slab; unknown if it is foundational or cosmetic o Options to fix the issues  Continue with the current plans with no changes.  Demo the remaining ceiling • Cost of $320,000 • This will eliminate further water damage and address all by the crack in the foundation • Estimate of an additional $20,000-$30,000 to fix the foundation crack if found to be cosmetic.  Demo all the remaining structure • Cost of $1.5 million • Will address al correct issues and any not found yet. • A new building would be built to modern standards • May reduce long term concerns and costs.  Recommends moving forward with option 2 • Council agrees  Station 2 may need an additional fund balance.  Will have to look at again as the project gets nearer. o Chief Brice noted that Michael Serrano lives in District 3, so the perspective is coming from someone local. Police Department: Police Chief Chris Cammock gave a 2023 Legislative Update o Public policy changes recently have included:  Impacts of the Blake Decision  Police Pursuits  Vacancy and retention challenges  Attorneys for juveniles requirement o There was a roundtable on 09/15 with Chiefs and Sheriffs and legislators which was very well received. The representatives were engaged in the discussion.  Planning another session in December. o Additionally, there was a Zoom meeting with Representative DelBene  Discussed school issues and as well as online companies deciding the exigency of situations instead of law enforcement deciding the exigency. o Skagit County First Responder Foundation  Sheriff McDermott spearheaded a non-profit work group to honor and recognize first responders in the county • 10/28 is National First Responders Day • Due to schedule conflicts, there will be a proclamation at the Skagit County Commissioner’s Office on 10/24 @ 11 AM.  o SMART Team investigation will be going through the State Auditor’s Office for a review of our process.  Only two investigations have been audited so far.  We volunteered to be audited so we can see if there was anything to be improved.  Meeting will be tomorrow morning.  The Auditor’s Office will post their findings on their website. OpenGov Training: Finance Director Doug Volesky conducted some OpenGov training for council on how to view budgets and other reports. Library Commons Project: Mayor Boudreau presented and discussed alternates on the LC project. o Base bid is $37 million by Lydig. o Shelving is included, but the labor and installation is not. o She recommended to include the freezer/refrigerator at this time along with the concrete paving in the alley. Total of $119,550.  Council agreed. o Library Director Isaac Huffman wrote a $500,000 National endowment for the humanities capital challenge grant which requires some matching funds ($1.5 million). o Additionally, a commerce grant was applied for. Good of the Order Police Chief Chris Cammock relayed a story about a family who had been carjacked and their vehicle destroyed. A different family wanted to donate a car to our IOS program, but at the time, there wasn’t a need for it. Through conversations, it was realized that the family who had been carjacked still had a need for a vehicle as that had been they had been without transportation since the incident. The vehicle was donated to them which they happily accepted and were very grateful. Councilmember Gary Molenaar passed along a compliment from a citizen who lives in the Summersun area. The citizen was impressed by the professionalism and handling of the situation by the police during the incident at Summersun earlier that week. • Meeting Adjourned: 7:43 PM
