Public Works/Library Committee Meeting October 12, 2022, 6:00 pm Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Hudson, Hulst, Molenaar, Morales Staff Members: Public Works – Bullock, Chesterfield, Phillips; City Attorney – Rogerson; Library Director – Huffman; Finance Director – Volesky; Special Projects Manager – Donovan 1. Approval of Public Works/Library Committee Meeting Minutes: Councilmember Hulst moved to approve the minutes from September 14, 2022; Seconded by Councilmember Beaton; Carried by all. 2. Program Coordination Division Updates – Blaine Chesterfield This week is flood awareness week. Key Public Works staff is attending the relevant flood meetings and all flood wall components have been inspected and are ready for flood season. The National Weather Service is predicting a La Nina weather pattern, the same as what we had last year. Regardless of the weather pattern, staff is prepared to deploy flood measures as needed. The surface water intradisciplinary team has been meeting regularly regarding the Stormwater Management Action Plan and through research, discussion, and community feedback, have determined that Trumpeter Creek is the priority drainage basin at this time. 3. Project Updates – Bill Bullock Public Works updated council on upcoming Requests for Qualifications on four different projects to hire consultants for design efforts before the end of the year; projects are: * Division Street Sidewalk Retrofits – Corrective ADA remedies at ten locations * 18th and 19th Street Culvert Replacements – Fish passage culvert replacements * CSO Separation Feasibility Study – Removing storm water from the sewer system at key locations * Right of Way acquisition services for the Riverside Drive and 30th Street Improvement Projects 4. PUBLIC WORKS DIRECTOR UPDATES – Chris Phillips Director Phillips updated council on a Memorandum of Understanding (MOU) between Skagit County and the City for an additional laydown site in exchange for street parking. October 12, 2022, Public Works Library Committee Minutes Page 1 of 2 Public Works staff has created Safe Routes to School maps providing an overview of grant sponsored pedestrian awareness items installed since 2005. City Staff will continue updating school maps for future discussions with Mount Vernon School District. 5. Library Updates – Isaac Huffman Director Huffman overviewed work done on the Mount Vernon Library Commons Site and spoke in more detail about the November launch of the “Community Ask!” The library reviewed the steps being taken behind the scenes of the Regional Library Corporation in order to create a more integrated library service in Skagit Valley. The Committee was updated about the return of in person adult programming, work to return to pre-covid statistics, the development of the new library webpage and more. 6. 2023 Budget Discussion – Doug Volesky Director Volesky presented the 2023 Preliminary Budget to City Council and responded to a variety of questions. Director Volesky and City Staff will continue the budget dialogue on October 19, 2022. The meeting recessed at 6:59 pm, reconvened at 7:42 pm, and adjourned at 8:18 pm.
