CITY COUNCIL DEVELOPMENT SERVICES COMMITTEE MINUTES OCTOBER 19, 2022 The meeting was called to order by Councilmember (CM) Beaton at 6:00 p.m. PRESENT: CMs Beaton, Brocksmith, Carias, Hulst, Morales and Molenaar STAFF PRESENT: DS Director Groth, Finance Director Volesky, City Attorney Rogerson, Human Resources Director Keator, Library Director Huffman, Parks Director Berner, Police Chief Cammock, Permit Tech Freiberger CITIZENS PRESENT: None A. Approval of September 21, 2022 Meeting Minutes CM Brocksmith moved to approve the September 21, 2022 meeting minutes. Motion seconded by CM Morales. Motion carried 6-0. B. 2022 Legislative Update – DS Director Darren Groth Mr. Groth gave an overview of the 2022 Legislative Update. Shoreline Amendments have been approved by DOE, and we’re finalizing the MVMC update. Other amendments, including Stormwater Code, Parks Plan, Sign Code, Wireless Facilities and Commercial Land Needs Study are in process. C. Design Review Discussion – DS Director Darren Groth Mr. Groth gave a short history of the Design Review process. Mount Vernon’s Design Standards were first adopted in 2005 and started with small lot residential subdivisions, duplexes and multi-family buildings and amended in 2019 to include the Downtown and create the Design Review Board (DRB). The DRB only reviews Downtown Design Standards. The committee asked Mr. Groth to present various options for streamlining the design review process. Mr. Groth said he will present several options during the next committee meeting in November. D. Budget – Doug Volesky Mr. Volesky gave an overview of the 2023 budget. He discussed Real Estate Excise Tax (REET), which contributes to funding for projects like the library, and provided a detailed review of property taxes. He also provided a number of scenarios for what changing the property tax levy rates would look like over the next few years. The department heads for Finance, City Attorney’s Office, Development Services, Human Resources, Library, Parks, and Police then each presented budget highlights for their respective departments, outlining service measures and demands on staff resources as well as additional staffing requests.
