CITY COUNCIL DEVELOPMENT SERVICES COMMITTEE MINUTES NOVEMBER 16, 2022 The meeting was called to order by Councilmember (CM) Beaton at 6 p.m. PRESENT: CMs Beaton, Brocksmith, Carias, Hudson, Hulst, Morales, and Molenaar STAFF PRESENT: Mayor Boudreau, Project Dev. Manager Donovan, DS Director Groth, HR Director Keator, Permit Tech Freiberger CITIZENS PRESENT: 2 A. Approval of October 19, 2022 Meeting Minutes CM Hudson moved to approve the October 19, 2022 meeting minutes. Motion seconded by CM Carias. Motion carried 7-0. B. 2022 Legislative Update – DS Director Darren Groth Mr. Groth gave a quick overview of progress to the ongoing 2022 Legislative Update. C. Design Review Discussion – DS Director Darren Groth Mr. Groth presented on the Design Review study. What is possible are prescriptive standards, staff decisions, Design Review Board, or a combination thereof. Who sets the standards will be key to how the design review process works going forward. Stakeholder interviews which will include staff meetings and working with the Downtown Design Standards will hopefully provide some direction. There was considerable discussion on this topic. Mr. Groth will bring it back to the Committee once he’s heard from stakeholders and further review has taken place. D. Miscellaneous/Good of the Order Ms. Keator gave an overview of health insurance benefits for elected officials. The City is moving to AWC as a provider for 2023.
