Public Works and Library Committee Minutes January 11, 2023 Police Court Campus, 1805 Continental Place Councilmember Molenaar called the meeting to order at 6:00 p.m. Present Mayor Boudreau Councilmembers: Beaton, Brocksmith (6:07), Carías, Molenaar, and Morales Staff Present: Public Works Director Phillips, Engineering Manager Chesterfield, Capital Programs Manager Bullock, Library Director Huffman, City Attorney Rogerson, Special Project Manager Donovan, City Clerk Jensen, IS Implementation Manager Thomas, Finance Manager Kinney, Human Resources Director Keator, and Fire Chief Brice Citizens 3 1. Approval of December 14, 2022 minutes Councilmember Beaton moved to approve the December 14, 2022 committee minutes. Motion seconded by Councilmember Carias. Motion carried 4-0 2. Public Works a. Program Coordination Division Flood Protection Progress: Several of the flood protection action items from the 2021 storm event have been completed or are in progress. Completed items include the sheet pile flood wall welding and the Hoag Rd back flow check valve. Items in progress include completion of the flood wall between Freeway Dr and I-5 across the railroad tracks and the Seneca Road culvert cleaning. FEMA has already reimbursed the city for the Hoag Rd check valve and the city has submitted for reimbursement of the sheet pile flood wall welding. The city discussed eight culverts which are being considered for Mount Vernon City Council January 11, 2023 Page 2 of 3 state and federal fish passage barrier funding opportunities for design and construction. 3. Project Updates a. Project Updates:  Hoag/Laventure Signal Improvements - The Hoag and Laventure Intersection improvements design is complete and will be advertised for Construction bid later this month. Public Works will be requesting the City purchase a signal cabinet and control system off of the State contract ahead of construction later this month.  2023 Curb Ramp Program and 2023 Overlay Program - Both the paving program and curb ramp program for 2023 will be advertised for bid within the next two weeks to be constructed this spring and summer.  Minor intersection improvements (2nd & Gates) – The 2nd and Gates Street design to adjust the bulb-out at the corner is complete and will be advertised for bid the first part of February and be constructed this spring.  Sewer/Storm Lining (March – April) – The annual sewer and storm lining program for 2023 will likely be advertised for bid in March or April of this year. b. Upcoming Request for Qualifications - Design  18th & 19th Street Culvert Replacement- Public Works is preparing to solicit services from an engineering firm to design replacement culverts at the 18th Street Crossing and the 19th Street crossing of Kulshan Creek in the February/March timeframe.  CSO Separation Feasibility – Public Works will be pursuing a feasibility study and initial design to separate the storm water system from the sewer system. The goal of this project is to significantly increase capacity in the Wastewater Treatment Plant by reducing excess storm water flow  Hoag/Laventure Signal Construction Management – Public Works be bringing a contract amendment proposal to council for construction management of the Hoag/Laventure Intersection project with the Transpo Group c. Proposed On-Call Contracts  Electrician/Electrical – $50,000  Landscaping – $30,000  General Construction – $50,000  Materials Testing – $30,000  Surveying – $50,000 Mount Vernon City Council January 11, 2023 Page 3 of 3 Library 4. Mr. Huffman overviewed the new library efforts to raise funds for the Library Commons project as well as reviewed the project status, challenges, and wins over the past month. He also spoke about the Christmas programming, upcoming events, and more. Finance 5. Library Commons Funding Update Mr. Volesky has been working on options for funding the remaining cost of the project. Options include TIFIA, State Treasury Local Program and opening a Line of Credit. Miscellaneous 6. Miscellaneous/For the good of the order Ms. Keator discussed an issue with pay differential between Police Lieutenants and Sergeants.
