Public Works and Library Committee Minutes February 8, 2023 Police Court Campus, 1805 Continental Place Councilmember Molenaar called the meeting to order at 6:02 p.m. Present Councilmembers: Beaton, Brocksmith , Carías, Molenaar, and Morales Staff Present: Public Works Director Phillips, Engineering Manager Chesterfield, Capital Programs Manager Bullock, Library Director Huffman, City Attorney Rogerson, Special Project Manager Donovan, City Clerk Jensen, Finance Director Volesky, and Development Services Director Groth Citizens 1 1. Approval of January 11, 2023 minutes Councilmember Hulst moved to approve the January 11,2023 committee minutes. Motion seconded by Councilmember Beaton. Motion carried 7-0. Public Works 2. Program Coordination Division a. Culvert Replacement: Staff discussed the culvert replacement professional services agreement which will be on tonight’s council meeting. The city has seven known fish passage barriers. This agreement will assist the city with grant funding opportunities for design and/or construction of improvements b. Drainage District 17 agreement: Drainage District 17 has requested to renegotiate the current agreement for the stormwater pump station electric costs and maintenance. The pump station drains Maddox Creek and Big Ditch in South Mount Vernon. The council will be updated as negotiations progress. 3. Project Updates a. Hoag/LaVenture Signal Improvement Mount Vernon City Council February 8, 2023 Page 2 of 2  Signal Cabinet - The Hoag and Laventure Signal project is currently out to bid for construction with bids due on February 14th, and the signal cabinet has been ordered on the State purchasing contract from Western Systems. b. Paving Program: The City paving program is out to bid and due on February 17, 2023 c. Curb Ramp Program: The City curb ramp program is out to bid and due on February 17, 2023. d. 6-Year Transportation Improvements Program (TIP) Development: Public Works is beginning the annual update to the 6-Year Transportation Program which is due for adoption by June 30th of this year Public Works Director Updates a. Public Works Department/Division Strategic Communications  City Website Updates, Utility Flyer, and TV-10 to increase communication to the public. b. Sidewalk Program Update: A Sidewalk Program update was provided. c. Cartegraph Update: Phase I Implementation is in process; estimated completion is May 2023. Library 5. Library Commons Updates a. Mount Vernon Library Commons (MVLC) Building and Fundraising: Mr. Huffman provided an update of the MVLC project, next steps in construction, fundraising progress, and annual meeting. b. General Updates: Overview of summer reading planning, 4% Friday, and new technology. Miscellaneous 1.
