Councilmember Hudson called the meeting to order at 6:00 p.m.
Present

Councilmembers: Beaton, Brocksmith, Carías, Hudson, Hulst, Molenaar, and
Morales
1. Approval of meeting minutes from January 25, 2023
2. Parks & Enrichment Services – Jennifer Berber
a. Landscape Maintenance Agreement
i. Parks and Public Works will be contracting out landscape maintenance
assistance for some right-of-way spaces. 4 bids were received and awarding
the contract to At Work.
b. Sherman Anderson Park Update
i. Sherman Anderson will be ready for baseball season!
ii. All construction is complete and light poles have been reduced in size.
Currently working on punch-list items.
iii. Staff is working on getting the field ready for the upcoming baseball season.
c. PUD Fields Update
i. New options were proposed to upgrade city park fields instead of upgrading
a school district field.
ii. Hillcrest Park lawn area by the gazebo could be developed into a soccer field
that could accommodate a full size or mod-size soccer fields.
iii. The SW fields at Edgewater Park can be revitalized into a 90ft base path ball
field with a soccer overlay in the outfield.
iv. By upgrading these two sites it would replace the fields that are currently at
the PUD location.

3. Legislative Update – A Legislative Update was provided by Mayor Boudreau.
4. Finance – Doug Volesky
a. Mount Vernon Library Commons Financial Update – An update was given on the
financial status of the MVLC project including a breakdown of the total funding and
potential new funding sources, as well as the amount of contingency budget used to
date. The project is still on track on the financial side and information was shared
about the financial path moving forward including going out for a short term
General Obligation Bond Anticipation note to provide interim financing while other
funds from grants and loans are received.
5. Public Works – Chris Phillips
a. Regional Transportation and Rail Initiative
i. BNSF – Burlington – Mount Vernon have discussed a mutually beneficial
Regional Rail and Transportation Project proposal that would replace the
BNSF Skagit River Bridge, incorporate Flood Risk Mitigation opportunities and
eliminate 2 at-grade vehicular/pedestrian crossings.
b. BNSF Federal Grant Proposal
i. BNSF has offered to complete required Federal Grant Applications by a third-
party consultant at no charge to the local municipalities.
a. Phase 1 of the Grant Funding Strategy would cover preliminary design,
final design and permitting.
b. Phase 2 of the Grant Funding Strategy would cover construction.
c. No municipal government funds would be required.
6. Miscellaneous, for the good of the order
a. None
