Development Services Committee Minutes March 15, 2023 Police Court Campus, 1805 Continental Place Councilmember Beaton called the meeting to order at 6:00 p.m. Present Mayor Boudreau Councilmembers: Beaton, Brocksmith, Carías, Hudson, Hulst, Molenaar and Morales Staff Present: Special Project Manager Donovan, Finance Director Volesky, Development Services Director Groth, Permit Technician Freiberger Citizens: 0 1. Approval of February 15, 2023 minutes Council Member Carías moved to approve the February 15, 2023, minutes, as amended. Council Member Hulst seconded. Motion carried 7-0. 2. Design Standards Review: An overview of the process to modify design review to be an administrative review process was discussed. Council asked for a detailed outline of what the change would require. 3. 2023 Docket: Update from last month on the identified docket items. 4. Department Updates: Staff updates, permit process and improvements including business license streamlining and traffic concurrency simplification and end of life support for GPS receiver. Housing legislation update. 5. Library Commons Update: The City is applying for a Buy America Waiver so the project can be eligible for grant funding. Update on other funding sources and processes were discussed. 6.
