Councilmember Beaton called the meeting to order at 5:00 p.m.
Present
Councilmembers: Beaton, Brocksmith, Carías (5:45), Hudson, Hulst, and
Morales
Staff Present: Development Services Director Groth, Special Projects
Manager Donovan, and City Clerk Jensen
Citizens: 0
1. I-5 Listening Session: The Washington State Department of
Transportation informational session provided information about the
I-5 Corridor Study, Master Plan, and vision for the statewide corridor.
2. Approval of March 15, 2023 minutes
Councilmember Brocksmith moved to approve
the March 15, 2023 minutes. Motion seconded
by Councilmember Hudson. Motion carried 6-
0
3. 2023 Comprehensive Plan Docket Timing: Mr. Groth briefly reviewed
the items and expected timeline for the docketed items. Topics
included design standards, sign code update, review of non-
conforming structures, home occupations, land clearing. Staff will
review and shift prioritization during the process of working through
the docket items.
The commercial land will be completed prior to the comprehensive
plan update.
4. Essential Public Facilities: Mr. Groth discussed the requirement for
local governments to have a process for identifying essential public
facilities and the benefits to the City if a list is established. A list will

be presented at a future committee meeting.
5. Update on Potential Property Donation: Mr. Groth provided additional
information about the potential donation of Parcel P80417. After
discussion, the Council instructed Mr. Donovan to decline the
donation.
Councilmember Beaton suggested that the City create a land donation
policy.
6. Department Updates: Mr. Groth provided an update on the following
projects
119 E. College Way
1835 Riverside Drive
211 13th Street
MV28 – RV Park
512-514 S 1st Street
7. Brownfield Grants: Mayor Boudreau discussed the Department of
Ecology’s Affordable Housing clean up grants. Mayor Boudreau
highlighted some potential sites for illustration of use of the
Department Ecology Program.
Mayor Boudreau discussed Comprehensive Planning in conjunction
with the Growth Management Act. The city’s current and future
efforts include transportation investments, hotel and waterfront
development, hotel feasibility study, mixed use commercial analysis.
Potential multifamily development sites were reviewed.
8. Miscellaneous/For the good of the order
Councilmember Hudson received an email from a resident
regarding mandatory trash collection. Trash and organics
collection and regulations were discussed.
Councilmember Hulst suggested scheduling a council retreat.
Council discussed an email received regarding the placement of
porta-potties around the city.
Mayor Boudreau provided an update of Library Commons
funding.
The meeting was adjourned at 7:45 p.m.
