Councilmember Hudson called the meeting to order at 6:00 pm

1. Approval of March 22, 2023 Minutes
Councilmember Beaton moved to approve the
March 22, 2023 committee minutes. Motion
seconded by Councilmember Morales. Motion
carried 6-0.
2. Parks & Enrichment Services
Hillcrest Lodge Improvements: Restoration work on the outside
structure of the Lodge has started, a new sound system will be
added in May, and staff are researching options for new
windows, doors, and improved lighting.
Earth Day Event Update: Approximately 100 people attended the
Earth Day Event on April 22nd, to participate in stewardship
projects, educational activities, and giveaways.
100 Year Anniversary of Hillcrest Park: Hillcrest Park turns 100
years old on March 19, 2024. Staff are forming a committee to
plan the celebration. The public is invited to contact the Parks
Department if they would like to participate or have historical
information to share for a video being produced by TV10.
Spring/Summer Programs and Events: Spring events have been
successful with popular classes such as youth dance, adult art,
and youth baseball. Upcoming summer programs include sports

and nature camps, Supervised Playground, Rec on the Go,
Family Fun Nights, and 4th of July at Edgewater Park.
Park Projects: 25th Street Park Phase II is in process, Edgewater
and Lions Park restrooms have been cleaned and painted, and a
playground audit has been completed. Staff are currently
preparing baseball fields, mowing, pressure washing and
performing planter bed maintenance.
3. Finance
2023 Budget Amendment: Mr. Volesky presented a 2023 budget
amendment which included the purchase of a Commercial Rear
Load Garbage Truck and a downpayment for a Residential
Automated Garbage Truck for the Solid Waste Utility. These
items are both included in the Equipment Replacement and
Reserve schedule and will be included in the 2023 ER&R budget.
Gambling Tax Discussion: This item was postponed.
Mr. Hanson addressed cart sizes and costs used by the City and
Waste Management.
4. Library Commons Update
Construction alternates list discussion: Mayor Boudreau provided
an update on the status of the contingency budget and the
possibility of adding some construction alternates that have been
previously discussed.
Budget Update: Mr. Volesky and Mayor Boudreau discussed the
overall committed funding for the project as well as additional
potential funding opportunities.
5. HB1590 Opportunities/Brownfield Grants
Council and Mayor Boudreau continued to discuss potential projects that
would qualify for Brownfield grants and HB1590 funding.
